Description
DESCRIPTION: The 700 Contracting Squadron, Ramstein AB, Germany, intends to make a sole source award under authority of FAR 13.106-1(b) namely ‘Soliciting from a single source'. The Government intends to make a sole source award to Jeppesen Sanderson, Inc; 55 Inverness Drive, Englewood, CO 80112-5412 on or about 17 Sep 2010 for the purchase of Computerized Flight Planning Software/Services, including Licensing Agreement, upgrades, enhancements and on-line support for government air crafts, namely C-40C (Boing 737-700 (BBJ), C-37A (Gulfstream V) and C-20H (Gulfstream IV). Sole source is based upon this vendor being the only vendor able to provide the follow-on acquisition of a worldwide computerized flight planning integrated system with a charting product required for the unique mission to travel anywhere around the world on scheduled basis or on short notice. Jeppesen's Global Support and Control Center provides the capability to compute and transmit/coordinate the flight plans to the Air Traffic Control (ATC) throughout the world on a moment's notice. These requirements can be coordinated via a computer terminal or telephone on a 24 hour/7 days per week/365 days per year. This mission cannot be accomplished without this service as ATC departure slot times and routings in Europe's airspace continuously change. Jeppesen's MilPlanner software/services are the only software which can interface with the existing charting services system currently in use. All competitors navigation data bases have gaps that can only be filled by Jeppesen NavData and charts. In addition, Jeppesen is the only company that can guarantee data compatibility between systems. Procuring from a different source would mean additional development and integration costs, full redundancy would be required to provide uninterrupted service of the mission as well as unacceptable time delay and possible break in service. NOTE: This requirement was posted as ‘Sources Sought Synopsis' on FedBizOps on 8 June 2010, under FA5613-10-MILPLANNER. It revealed that competitors did not possess the required Flight Performance Models (FPMs) for the C20, C37 and C40 aircraft and therefore were unable to meet government requirement.
