Description
RECOVERY: THIS ACQUISITION IS BEING FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS AWARD NOTICE IS ISSUED IN ACCORDANCE WITH THE GUIDANCE FOR THE AMERICAN AND RECOVERY ACT (ARRA) OF 2009. THIS REQUIREMENT HAS BEEN AWARDED ON A COMPETITIVE BASIS. CONTRACT SB1341-10-CN-0033 HAS BEEN AWARDED IN THE AMOUNT OF $998,263.56. THE PERIOD OF PERFORMANCE IS ANTICIPATED TO BE ONE (1) YEAR. THE GOVERNMENT UTILIZED A TIME AND MATERIAL CONTRACT TYPE. The requirements of this particular acquisition do not lead themselves to any type of fixed-price contract because of (a) significant uncertainties involved in the amount of hours required to perform individual requirements; (b) uncertainty regarding where the Contractor will be located and the cost of travel to perform contract requirements; and (c) the Contractor would be constrained in a fixed-price arrangement, resulting in less than an optimal final work product. Because of these uncertainties, the effect of using any type of fixed-price contract would (a) have increased the cost to the Government because the Offeror would have had to factor in significant risk into their price; and (b) would have reduced competition because some sources would have been reluctant to assume risk that they cannot properly quantify in terms of cost.
