- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for quotation W912L3-10-T-0020. Solicitation document and incorporated provisions and clause are those in effect through Federal Acquisition Circular 05-43. This is a 100% small business set-aside. The NAICS code is 423130 and the small business size standard is 100 employees. The following items will are being solicited for: Quantity of four(4) All weather, 14.00 x 20, 18 ply, tube tires with tubes and flaps to go with each tire. Tires, tubes and flaps are to be delivered to: Wyoming Army National Guard FMS #5, Camp Guernsey Bldg 36, Guernsey, WY 82214 Provisions at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Provisions at 52.212-2, Evaluation-Commercial Items apply to this acquisition. The offeror that offers the lowest price which meets the technical requirements shall receive the award. Each offeror is required to provide a completed copy of the provision 5.212-3, Offeror Representations and Certifications-Commercial items with its offer. Clause 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items apply to this acquisition. Under clause 52.212-5 the following clauses apply: 52.219-6, Notice of Total Small Business Set-Aside (Jan 1999), Convict Labor (June 2003), Child Labor Cooperation with Authorities and Remedies (July 2010), Prohibition of Segregated Facilities (Feb 1999), Equal Opportunity (March 2007), Affirmative Action for Workers with Disabilities (June 1998),, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003), 52.232-36 Payment by third party (May 1999). The following clauses also apply to this acquisition: 52.203-7 Anti-Kickback Procedures and 52.204-7 Central Contractor Registration (Jul 2006). 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items (June 2010). Under clause 252.212-7001, the following clauses apply: Gratuities (April 1984), Requirements Relating to Compensation of Former DoD Officials (January 2009), Transportation of Supplies By Sea (May 2002) with Alternate III (May 2002). Any applicable warranties to the above listed items shall be provided with the quotation. Quotations are due to this office no later than September 24th, 2010 2:00 PM Mountain Standard Time.
