- Blackpine Campground Conceptual Siteplan Blackpine Lake Campground: See below for site visit information The USDA Forest Service, Okanogan-Wenatchee National Forest has a requirement for the reconstruction of the Blackpine Lake Campground. Blackpine Lake Campground is located on the Methow Valley Ranger District on the Okanogan Wenatchee National Forest approximately 18 miles SW of Twisp, WA. The campground is accessed off the Twisp River County Road #9114 10 miles up the valley then on Forest Road #4300 for 8 miles up mountain terrain to an elevation of 4200 feet. The Forest Road is paved for the first 5 miles then turns into a winding single lane gravel surface for the last 3 miles. The campground is on the north shore of Blackpine Lake. There are two campground loops located above the lake and the third is a small tent-only camp area and day use picnic site near the lake shore. The overall campground has 20 campsites, I picnic area, a boat launch and 2 floating docks. Blackpine Lake is 20 acres in size and accommodates non-motorized boating. This contract will include items such as widening the existing upper road to a 24' subgrade for the first 360' then taper down to a 14 foot subgrade for the rest of the upper road system and constructing approximately 170' of new road (14' subgrade). Road will be surfaced with a 4" layer of compacted 1 ¼" aggregate. Six new full width turnouts with varying lengths will be constructed. Eighteen of the existing camp spurs will be reconstructed to obtain a pad that is 14' wide by 25'-50' long (length will vary). There will be three new camp spurs installed and two existing ones will be obliterated. 300' of existing road to the boat launch will be widened by 1 foot to achieve a 15' subgrade and paved to the entrance of the new lower parking lot. From the new lower parking lot to the boat launch (approximately 150') road will be widened to 24' subgrade and paved. The lower parking lot will be enlarged to accommodate 15 vehicles and the surface will be paved. The two existing docks will be dismantled and removed and replaced with 2 new floating structures. 100' of new accessible trail will be constructed and the surface will be paved. A negotiated, firm-fixed price contract is contemplated requiring submission of both a technical and a price proposal during the spring of 2011. It is anticipated that the estimated construction range of magnitude for this project is over $100,000. It is anticipated that his project with be HubZone set aside. NOTE: A PRE-BID SITE VISIT SHALL OCCUR ON SEPTEMBER 28, 2010 at 10:00 am Pacific Time. Contractors are to meet Forest Service personnel at the entrance to Blackpine Lake Campground at 10:00 am. Interested contractors are encouraged to attend on September 28, 2010, as the site might not be available for viewing (due to weather) next fiscal year when the solicitation is issued.
