- THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation, the Government is requesting comments from both DoD contractors and US Government agencies on the draft JGS ICD V2. This Request for Information (RFI) does not constitute a solicitation for bids or proposals and it is not to be construed as a commitment by the Government. The information herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. If a solicitation is released, it will be synopsized on the Hanscom Electronic Resources Bulletin Board (HERBB) and FedBizOps websites. Please be aware that all information submitted in response to this request, whether written, oral, electronic, graphic or any other medium, is considered public information under the Freedom of Information Act, 5 U.S.C. 552. The Government is not obligated to and will not! reimburse the contractor for any costs associated with preparing or submitting a response to this notice and submittals will not be returned to the sender. The Joint Projects Section of the Force Protection Acquisitions Branch (ESC/HSS/FPJ) is soliciting your input on behalf of the Security Equipment Integration Working Group (SEIWG).The SEIWG produced a draft interface control document (ICD) called the "Joint Gatekeeper Services ICD v2.0." This ICD documents a standard XML based interface to be used by Physical Access Control Systems (PACS) to consume and share personnel data from a government owned middleware solution with access to authoritative data sources such as Defense Eligibility Enrollment Reporting System (DEERS), National Crime Information Center (NCIC), Security Forces Mission Information System (SFMIS), and other authoritative data sources relevant to making access control decisions. If successfully proven, the JGS ICD will be the enterprise standard for all DoD PACS seeking to utilize authoritative access control data. The purpose of this RFI is to solicit comments on the draft JGS ICD V2.0. There are many companies that are already building and fielding many access control products for the DoD. This ICD could potentially affect every one of those companies and products, providing accessible, reliable, and up to date data across and between every gate, vault, door, and entry control point in the DoD. It is the SEIWG's intent to have JGS ICD V2.0 become a requirement for future DoD Physical Access Control Systems (PACS). For corporations, if you elect to respond to this RFI, please provide a point of contact (POC) within your corporation. Responses to this RFI shall be provided to Mr. Roy Higgins (contact information listed below) by close of business on 28 September 2010. Responses shall be in electronic format (email preferred). All questions regarding this announcement shall be submitted to Mr. Roy Higgins via e-mail with a cc to 1Lt Cameron Linder (Cameron.linder@hanscom.af.mil).
