- The US Army Corps of Engineers is performing market research to identify firms capable of maintaining the Army Facilities Components Systems (AFCS) database. AFCS is a database of structural designs, bills of materials (BOM), logistics data, and related information that describes installations, facilities, buildings, and other structures and works commonly required by military forces for base development, lines of communication activities, and tactical operations. AFCS is primarily used by units in contingency operations, but can also be used to support construction for disaster relief and peacetime temporary construction. Military planners use AFCS to select the appropriate temporary facilities and to extract necessary information for construction planning. The AFCS database enables users to adapt required building materials to local climates. The AFCS design library contains simple and standard temporary facility designs that require minimum engineer support to be assembled. These designs allow non-engineer troops or indigenous labor to perform the majority of the work which enables the engineer to oversee multiple projects simultaneously. The unique and highly specialized services provided by AFCS support ongoing contingency operations The Government intends to procure the services through the award of an Indefinite Delivery/Indefinite Quantity Contract (ID/IQ) with one base year ordering period and four one-year options. The total amount of the contract over the five year ordering period is not expected to exceed $25,000,000. Historically, this work has resulted in task orders ranging from $25,000 to $2,700,000. Work will be accomplished by negotiated firm-fixed-price task orders. The initial contract is anticipated to be awarded in Fiscal Year 2011. Potential Small Business Contractors (including HUBZone SB / 8(a) SB / SDVOSB) are invited it review the attached performance work statement and to submit a response using the attached capability statement. Potential contractors must be able to perform all of the duties in the performance work statement, or be able to form a team that can perform all of the duties. Submit capability statements only via US Mail to the address indicated on the capability statement. DO NOT SUBMIT A PROPOSAL OR SF-330 AT THIS TIME. Do not submit extraneous materials such as cover letters, company brochures, marketing material, or a SF-330. Submittals must be received via US Mail no later than 6 October 2010 to be considered. E-mail or fax submittals will not be accepted. This Sources Sought is published under both NAICS 541330 - Engineering Services and NAICS 541310 - Architectural Services. Only submit one capability statement. Do not submit twice. This sources sought announcement is for information and planning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Government as to the ultimate ac quisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice.
