- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): W912P7-09-D-0002-0005, Moffatt & Nichol, Inc. This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved as this is a follow-on order to a competitive initial order (FAR 8.405-6(b)(2) or 16.505(b)(2)(iii). The Harbor has been under improvement by the Corps of Engineers since the passage of the River and Harbor Act of June 23, 1874, and subsequent, modified legislation through 1999. The federal mission is to conduct non-annual maintenance dredging of the Oakland Inner Harbor Brooklyn Basin South Channel, to provide for safe navigation of the Coast Guards new fleet of National Security Cutters. The proposed Phase I work consists of performing maintenance dredging utilizing best dredging and disposal practices to cost-effectively and efficiently remove and dispose of approximately 347,000 cubic yards of shoaled material to provide for an authorized project depth of -35 feet MLLW from the end of Oakland Inner Harbor Reach 12 (station 0+00) to Fortmann Basin (station 79+00), and an authorized project depth of -30 feet MLLW from Fortmann Basin to the east end of the main dock at Coast Guard Island (station 112+00 see Figure 1). The proposed Phase II work consists of performing deepening dredging to remove and dispose of approximately 456,000 cubic yards of deepening material to provide an authorized depth of -35 feet MLLW beginning at station 79+00 and ending at station 112+00. One-foot of allowable paid over-depth is permissible, with an additional non-paid over-dredge tolerance of 1 foot acceptable for Phase I and Phase II. The primary placement site for dredged material will be at the Hamilton Wetland Restoration Project Site. Material that is deemed unsuitable for placement at Hamilton by the Dredged Material Management Office (DMMO) will be placed at either SF-DODS or the Montezuma Wetlands Restoration site depending on sediment testing and characterization. The construction duration will be such that the fish window shall not be exceeded unless approved by the appropriate resource agencies. The services described in this scope of work address the preparation of Plans, Specifications, Cost Estimates and Instructions to the Field intended for solicitation to obtain a dredging contract. The following dredge specific engineering duties require project assessments, estimating and bid support, and engineering design and construction support for the proposed O&M dredging.
