Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number R10PS43039 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-43. This is a total small business set-aside under NAICS 335312 with an associated small business size standard of 1000 employees Elephant Butte, SEL Protection and Communication BACKGROUND Elephant Butte Powerplant has a need for replacement of its annunciation panels, generator protection relays which are the Beckwith 0420 and 0430 for all three units. The existing equipment is outdated which would not work with the new static exciters which will be installed here replacing the rotating exciters and can no longer find parts for the existing equipment or support from Beckwith. The Beckwith relays are outdated and the software it uses to communicate with a laptop computer is not recommended to be used with Windows XP. Also, with the new static exciters it is required to have an SEL 2664 Field Ground Relay. SCOPE The SEL items are for the control room and static exciters in the power plant. REQUIREMENT For all three-unit generators three SEL 300Gs are going to replace Beckwith Relays M0420 and M0430, which there are total of six Beckwith Relays (three M0420 and three M0430). Instead of having the M0420 and M0430 for each unit, one SEL 300G will do the job of two existing relays. The SEL 300G can give more protection on each unit generator for the RTDs, metering and reporting, field ground protection, over excitation protection, comprehensive generator protection, and one hundred percent stator ground fault protection, current differential protection, and directional power elements. The online configuration part number 0300G31H42561422X. The other module to be connected to the SEL 300G is the SEL 2664. The SEL 2664 Field Ground Module calculates the insulation resistance of a synchronous generator field winding to ground. The measurement can be performed in an energized or de-energized generator. The module transmits the insulation resistance value to an SEL-300G Relay, which then compares this value with pickup settings for alarm or trip. The SEL 300G uses the insulation resistance value to detect a ground fault in an ungrounded field winding of a generator. Avoid significant damage to the generator by taking corrective actions before a second ground path occurs. Three SEL 2664s are needed for all unit generators in the power plant. The online configuration part number is 2664XX2XXX. The SEL 2812MR will be used as a receiver between the SEL 2664s and 300Gs using fiber optic cable. Thee of these are needed, and the part number is 2812MR. To be able to communicate between both relays a fiber optic cable is needed which we would need 50 meters long and three are needed for each unit. LOCATION Delivery of the battery charger shall be to:Elephant Butte Field DivisionHC 32 Box 312Truth or Consequences, NM 87901 It shall be shipped by means that would not damage any of the SEL items. PERFORMANCE PERIOD The SEL items shall be delivered FOB (free on board) to Elephant Butte Field Division no more than 90 days after the contractors receipt of the purchase order between the hours of 7:30 a.m. and 4:00 p.m., Monday through Friday, with the exception of federal holidays. WORK HOURS Normal work hours are Monday through Friday, except federal holidays, 7:30 a.m. to 4:00 p.m. The vender shall give the Elephant Butte Field Division sufficient notice prior to delivery in order to have the equipment and operator available to assist with removing the SEL items from the vender's delivery truck. Twenty four hours is normally considered sufficient notice. GOVERNMENT FURNISHED EQUIPMENT This is a product that will be delivered to Elephant Butte Field Division. However upon delivery a forklift and operator will be provided to unload SEL contents. The facility does have ample turn around space for a full sized 18 wheel truck to enter and exit. VENDER REQUIREMENTS The vender must provide a warranty for the equipment for a period no less than one year. QUOTE EVALUATION Award will be made to the supplier offering the best value to the government considering price, warranty, and past performance. Also the evaluation will be based on the ease of installation into the existing facilities. MANUALS AND DRAWINGS The supplier shall provide two sets of instruction manuals and troubleshooting manuals, parts list, point to point wiring diagrams and schematic wiring diagrams. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. By the provision at 52.212-2, Evaluation-Commercial Items, technical capability of equipment and labor to meet the described government need, and price will be evaluated equally. It is advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items be submitted along with the offer; the provision may also be completed online by accessing http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies. No addenda are enclosed. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
