Description
Sources Sought: This is a Sources Sought announcement seeking only qualified Small Business responses in order to determine business interest in participation in this acquisition. The Mission and Installation Contracting Command Center Ft Eustis (CCMI RCE), Virginia intends to procure developmental services for the development of a web based classroom enterprise scheduling system. The services to be performed require the Contractor to furnish all labor and supervision to manage and perform developmental services. The services included in this requirement include delivering a web based scheduling capability. The goal of this requirement is to acquire a geospatially-based Army Training Information Systems (ATIS) Enterprise Scheduling System (ESS) for planning and scheduling resources and facilities required for individual, course and unit level training or education. This application will support What If Analysis, Resource Use Recording, System and Database Interfacing with other systems across the Army, Plug and Play (modular and role specific functionality) capabilities and Administrative Use Privilege (enterprise wide management) capabilities. The system shall comply with Army policy, be web based, authenticate users via Army Knowledge Online (AKO), deployed on government servers and support access from mobile devices. This system will be capable of handling a scheduling workload for all Headquarters, Centers of Excellence and Schools within TRADOC. There are thirty two schools, eight Centers of Excellence, with a total student load of 500k per year. The period of performance envisioned is for a base year period of twelve (12) months with Two (2) options years. All work is to be performed in accordance with the Performance Work Statement. The designated NAICS Code is 541511, Custom Computer Programming Services, with a small business size standard of $25 million. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), number of employees, revenue for last three years, relevant past performance on same/similar work for not more than three years and your companys capability to do this type of work. Documentation of technical expertise including company cetifications and capabilities must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to the sources sought articulate their capabilities clearly and adequately. Responses shall be limited to 20 pages and emailed to Kyle.j.beagle@us.army.mil no later than (NLT) 12:00 PM Eastern Standard Time, 01 Oct 2010. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. Additionally, in accordance with Federal Acquisition Regulations (FAR) 52.204-8, Annual Representations and Certifications, offerors are also reminded to register with Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement.
