Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SMALL BUSINESS SET-ASIDE Solicitation #W912DQ-11-R-4003 SYNOPSIS Architect-Engineering (A-E) SERVICES INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACTS FOR VALUE ENGINEERING (V-E)/VALUE MANAGEMENT (V-M) SERVICES FOR THE KANSAS CITY DISTRICT. CONTRACT INFORMATION: The A-E Services procured in accordance with PL 92-582 (Brooks A-E Act), Federal Acquisition Regulations (FAR) Part 36.6 and, Defense Federal Acquisition Regulation (DFAR) 236.6 are required to support the Value Engineering (VE) and Value Management (VM) Services to the Kansas City District, U.S. Army Corps of Engineers. This announcement is open to all small businesses eligible under the designated North American In(NAICS) Code for this work; 541310Architectural Service. The Small Business Size Standard for this effort is based on the average annual receipts of the concern is not to exceed $4.5 million. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). A subcontracting plan is not required with this submittal. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the CCR site https://www.bpn.gov/ccr/smallbusinesses.aspx. The Government Reserves the right to award up to three (3) Indefinite Delivery/Indefinite Quantity Contracts (IDIQ) contracts as a result of this solicitation; preferably two (2) Small Businesses (SB) and one (1) Service Disabled Veteran Owned Small Business (SDVO). Distribution of awards within the two (2) socio-economic categories may be adjusted based on the received, qualified and responsible offers. If multiple contracts are awarded as a result of this solicitation, task orders will be assigned based on experience, workload, user requirements, capacity to accomplish the work in the required timeframe, performance and quality of deliverables, and knowledge of project location. Each awarded IDIQ contract will have a base period not to exceed five (5) years with no option periods. The amount of work in the contract period is not to exceed $5,000,000 over the life of each base contract. Projects will be awarded by negotiated firm-fixed-price task orders, which are expected to range from $20,000 to $250,000 per action; however larger task orders up to the maximum contract value may be awarded. Contract awards are anticipated to start approximately January 2011. Task orders may be assigned for any work within the jurisdiction of the Corps of Engineers but the selection will be based on criteria within the Kansas City District. PROJECT INFORMATION: The proposed services are for a variety of Value Engineering/Value Management services for various Military, Environmental Restoration, and Civil Works projects primarily within the Kansas City District mission boundaries. Projects outside the primary mission area may be added at the Governments discretion. The services performed under this contract and individual task orders may be formal VE studies and/or VE/Value Management studies/reviews including presentations. Each proposal must indicate capability to complete task orders within two (2) weeks or less from receipt of the notice to proceed (NTP) and perform two (2) workshops in two (2) different nationwide locations during one (1) weeks timeframe. Also, offerors must demonstrate the ability to accomplish, within a specified schedule, two (2) weekly workshops for sustained periods of time. Tasks may include using the following; - value methodology or other decision making tools to - perform value-based program/project planning charrettes - performing value-based project design charrettes - leading value based review of requests for proposals and/or plans & specifications - preparing risk determinations and mitigation plans for specific programs/projects; - leading lessons learned reviews and after action reviews including participation from project managers, HQUSACE, and project delivery teams to assist with documentation of such reviews; - performing traditional Value Engineering workshops for design/bid/build projects that include study of project features and design systems to arrive at recommended alternatives following the Six Phase Job Plan as recognized by the Society of American Value Engineers (SAVE) International. Members of the team must be knowledgeable in VE methodology, and the team leaders must be Certified Value Specialists (CVS) currently certified by SAVE International. VE reports and other products are to be assembled and distributed within one (1) week of completion of the study/charrette/review session. Additionally, Cost Estimating services may be performed under this contract and will be so designated in each task order. Offerors must have the capability to begin work within two (2) weeks or less from the receipt of the notice to proceed (NTP), work with Corps of Engineers in-house or AE designers, provide cost advice, and complete cost estimates utilizing latest version of MII estimating program in accordance with set design schedules identified in individual scopes of work for each task order. Typical services would include preliminary, pre-final, and final cost estimates using designs of Corps of Engineers projects to be constructed. Projects and programs requiring VE services may include large military facilities and campuses, complex navigation and flood protection features, extensive environmental restoration projects, headquarters-level program assessments and evaluations of agency-wide engineering business procedures; projects may also be designed in metric units, therefore, team members must have knowledge and experience in metric design units. *** SELECTION CRITERIA and SUBMITTAL REQUIREMENTS are available in the attachment *** Questions should be addressed through Stephanie Randall, Contracting Specialist in writing at Stephanie.d.randall@usace.army.mil.
