Description
This is a SOURCES SOUGHT ANNOUNCEMENT, a Market Survey for written information only. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB), Woman-Owned Business, and Small Business (SB) offerors. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. No reimbursement will made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published on www.FedBizOpps.gov if the Government intends to continue with the procurement. A risk based siting methodology has been developed by the Risk-Based Explosive Safety Criteria Team (RBESCT) and is defined in Department of Defense Explosive Safety Board (DDESB) Technical Paper Number 14, APPROVED METHODS AND ALGORITHMS FOR DoD RISK-BASED EXPLOSIVES SITING. Periodically these methods and algorithms require enhancements to properly reflect the state-of-the-art for explosion consequence characterization and management. The Naval Facilities Engineering Service Center (NAVFAC ESC) is seeking to update existing risk-based siting theories, methodologies and software. Updates will include modification to existing quantitative algorithms based on supporting test data, potential creation of new algorithms to improve statistical-based uncertainty calculations, and improvements to software interfaces and functions. This effort requires experience in the following areas: a. Knowledge and experience structural engineering probabilistic methods. b. Knowledge and experience in the application of DoD risk-based explosive safety criteria. c. Understanding of uncertainty principles related to explosives safety and risk-based analysis. d. Understanding of DDESB Technical Paper 14 and its origins. e. Experience programming engineering software and user interfaces utilizing VB.NET and ADO.NET. Interested sources should respond by completing the attached INFORMATION SUMMARY MATRIX document detailing the following: Company's ability to fulfill the requirements described herein; list of projects - similar in size and score - to the current requirement: whether the company is a large business, small business and/or certified as 8(a), HUBZone, et cetera; and, whether your registration in CCR is current. This announcement is not a commitment by the government to issue for a solicitation or ultimately award a contract. It will, however, be used as a first step for evaluating approved methods and algorithms for DoD risk-based explosives siting. The applicable NAICS Codes are 541511-Computer software analysis and design services, custom-with a business size standard of $25 Million and 541330 Engineer Services-with a business size standard of $4.5 Million. Offerors (whether you are a large or small business) who have the capability to perform this work are invited to complete the accompanying questionnaire. The questionnaire must be received by the Government no later than 5:00 p.m., PST, on 29 OCT 2010 via email to andrea.brooks@navy.mil. Complete information must be submitted. The Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government will not provide a "debrief" on the results of this survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
