- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis. The proposed acquisition will support the Facilities and Equipment Maintenance (FEM) program managed by the Navy Systems Support Group (NSSG). The FEM application uses the Commercial Off-The-Shelf (COTS) software program called MAXIMO. The FEM Program Office (NSSG) requires action be taken to procure the annual maintenance plan for 240 Maximo seats used by the Army TACOM IPP and Chemical Materials Agency (CMA) group. Also, NSSG has initiated action to expand the use of the Air Force Technical Applications Center (AFTAC) FEM application to support their maintenance activities. The additional AFTAC Maximo software licenses are required to allow them to expand its program to additional users and to support their equipment management requirements so they can utilize the existing AFTAC FEM software application. This acquisition is for the procurement of 25 user licenses for Maximo Enterprise application, and maintenance of 240 existing licenses. The Government intends to solicit and negotiate with International Business Machines (IBM) on a sole source basis for this requirement. IBM is the sole developer and producer of this version of Commercial-Off-the-Shelf (COTS) Maximo software. No other company can provide the required software and licenses by the required start date of 22 SEP 2010. The procurement of any other software would not properly integrate into the existing Maximo software and would not provide the capability required by the FEM program. The procurement of the Maximo licenses will support the use of the existing AFTAC FEM/Maximo software application by the new user groups and enhance their efficiency and effectiveness without having to create/develop a new software application. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541511.
