- Sole Source. The Mission and Installation Contracting Command Center-Yuma, U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona intends to negotiate a firm-fixed price contract on a sole source basis with L-3 Communications Sonoma EO, 428 Aviation Blvd, Santa Rosa, CA 95403. Pursuant to FAR 13.106-1(b)(1), L-3 Communications Sonoma EO is the only source reasonably available. Currently, the USAYPG utilizes the L-3 Wescam model 12D8-C1/D1-2FOV-4 camera system. L-3 is the only source that manufacturers a functionally identical camera system, model M12 DS650. No other vendor is capable of providing this system due to proprietary information and systems. L-3 model M12 DS650 is required in order to maintain compatibility in form, fit and function with existing equipment. The North American Classification System (NAICS) code is 532490 with a standard size of $7 million. This contract will consist of Contract Line Item Number (CLIN) 0001, Quantity: 1, Unit of Issue: Each, Description: Camera Rental, model number M12 DS650. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, FAC 2005-43 effective 02 Aug 2010. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOPALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firms technical capability to meet these requirements by 20 September 2010 8:00 AM MST. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item.
