- JANITORIAL/MECHANICAL SERVICES AT THE DONOHUE FEDERAL BUILDING, WORCESTER, MA This solicitation is 100% set-aside for service-disabled, veteran owned small businesses. This is a synopsis for Building Operations and Maintenance and Janitorial Services to be performed at the Harold D. Donohue Federal Building and U.S. Courthouse, located at 595 Main Street, Worcester, MA 01608-2025. This performance based service contract will utilize commercial item procedures for janitorial, heating, ventilation, and air conditioning maintenance service and repairs. The contract will be firm fixed price. The statement of work for this contract will be performance based, per the policy described at FAR subpart 37.6. The statement of work will describe measurable performance standards to verify delivery of contractually compliant services. The contract will specify a procedure or process for reductions of fees or for reductions to the price of the contract when services are not performed or do not meet contract requirements. The contract will also contain provisions for the award of individual task orders for the execution of various additional services not part of the recurring monthly maintenance services The successful offeror will be expected to have a Quality Control program to assure delivery of contractually conforming services. Potential offerors will be encouraged to visit the site of performance to familiarize themselves with the general and specific conditions of the building. A site visit schedule will be noted in the solicitation. The contract performance period will be one (1) base year, with four (4) one-year option periods. The estimated start date of the contract is January 3, 2011. The North American Industrial Classification System (NAICS) code is 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $14 million. The solicitation will be posted on Fed Biz Opps on or about September 30, 2010. Successful offeror must be registered in the Central Contractor Registration (CCR) database at www.bpn.gov, per FAR 52.204-7. The Government will select the offer that represents the best value to the Government for contract award. This process permits trade-offs between price and technical factors and allows the Government to accept other than the lowest price offer. The award decision will be based on a comparative assessment of proposals against all evaluation criteria in the solicitation. Proposal due date will be noted in the solicitation. Potential offerors are responsible for monitoring Fed Biz Opps to determine exact dates and to respond to any amendments to the solicitation.
