Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/ ). The RFQ number is N00189-10-Q-PR61. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-43 and DFARS Change Notice 20100830. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfars/html/current/252201.htm. The NAICS code is 333411 and the Small Business Standard is 500. This is a 100% Small Business Set-Aside. The Portsmouth Naval Shipyard requests responses from qualified sources capable of providing:. Eagle Compressor Inc., Air Purifier, Model 50LC340 or Equal, QTY (5) EA. The high pressure air purification system shall be a multi-chamber arrangement that utilizes a disposable cartridge manufacture to provide breathing air quality that meets or exceeds NFPA and CGA Grade E specifications and all other equivalent and recognized standards in the use world-wide. All chambers in the system shall be constructed of 304 stainless steel to enhance safety and corrosion resistance. All purification system components shall be mounted on a formed steel base-plate that permits complete access to all service components from the front. The base-plate shall be appliance-like without visible welds, burrs, or grinding marks and finished with scratch resistant powder coat paint. The purification system shall be sized to process 340,000 cubic feet of air at 80 degrees F. and compressed to 6000 psi between cartridge changes. The system shall include the following: -Final Separator Chamber -Check Valve to prevent backpressure to the compressor -Six (6) 33 inch desiccant cartridge chamber -Two (2) 33 inch purifier cartridge chamber -Pressure maintaining valve to assure that the system is maintained pressurized in order to attain the rated processing capacity of the air purification cartridge -Safety Relief valve -Drain valve to relieve the system pressure for maintenance -Stem mounted gauge for system pressure verification -Lifting lugs/Pad Eyes to accommodate system placement The system shall be designed so that air cannot flow through the purifier in the event that the disposable cartridge is not installed. Additionally, the purification system shall have keyed chambers so that the filter cartridges can only be installed in the proper sequence. Any offerors submitting a quote for a model other than Eagle Compressor Inc. Model # 50LC340 need to submit specifications for technical review. Delivery is 6 Weeks. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 52.219-28, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-5 Alt II, 52.232-29. Quoters are reminded to include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including. The Year 2000 Warranty - Commercial Items applies. This announcement will close at 0800 am on September 22nd, 2010. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a quote which shall be considered by the agency. 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price, technically acceptable low bids and past performance. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/.
