Description
BPAs for Farms Service Agency Chattel Appraisals for State of Wisconsin In response to this solicitation the Government intends to establish multiple Blanket Purchase Agreements (BPA) with vendors whose proposals demonstrate the lowest price, technically acceptable source for the Government. The subject services of the BPA are chattel appraisals of Farm Loan Program borrowers. The period specified for this BPA is five (5) years. Chattel appraisal services will be required within most Wisconsin counties. In response to this solicitation, the offeror shall provide firm fixed prices on the BPA Pricing Spreadsheet. Vendors are cautioned to only propose pricing for counties in which work can be performed at fair and reasonable prices. Vendors have the flexibility to propose pricing for a minimum of one county or the maximum number of counties within Wisconsin. Rates shall be provided for the five (5) year duration of the BPA as follows: •BPA Year 1: October 15, 2010 through September 30, 2011 •BPA Year 2: October 1, 2011 through September 30, 2012 •BPA Year 3: October 1, 2012 through September 30, 2013 •BPA Year 4: October 1, 2013 through September 30, 2014 •BPA Year 5: October 1, 2014 through September 30, 2015 C.2.Statement of Work A.The appraiser shall provide to Farm Service Agency (FSA) a completed FSA-2160, “Appraisal of Chattel Property” or other format containing the same information. Form FSA-2160 is available electronically at: http://www.fsa.usda.gov/FSA/webapp?area=online&subject=landing&topic=landing B.The appraiser shall provide one original or electronic copy of the appraisal. i.Livestock: All blanks should be completed. Should be grouped and valued by class, i.e., dairy cows, long or short bred heifers, open heifers, yearlings and calves. Hogs or other kinds of livestock should be grouped and valued by the norm for the industry, i.e., type, weight, age, etc. ii.Machinery and Equipment: All blanks should be completed to the fullest extent possible. Serial numbers must be provided on all motorized, licensed, and all other major equipment. Year of manufacture should be provided when known or can be ascertained by using a Serial Number Cross Reference Guide. iii.Other: If an appraisal is to be made on farm products, fixtures, equipment, or other chattel property that cannot be readily described under the column headings, an appropriate description of such property will be inserted below the other property without regard to the column headings. C.The appraised value of chattel property will be based on public sales of the same or similar property in the market area. In the absence of public sale data, reputable publications may be used to establish market value provided the appraisal is documented to reflect that the market value was established based on wholesale values, rather than retail values. Note: Retail values include the cost of rehabilitation and other factors that are not typically included in a public sale. D.Values will be based on the appraiser’s knowledge, auction prices, published equipment guides, dealer contacts, and/or livestock market information. E.FSA will in most cases provide the appraiser a list of the item(s) to be appraised. F.The appraisal will be based upon an on-site visual inspection of all property valued. C.3Deliverables 1. Form FSA-2160 shall be typewritten, printed, or legibly handwritten in ink. All signature blocks must be completed. The appraiser shall provide one original or electronic copy of the appraisal. 2.The appraiser shall include color photographs (digital preferred) of the different groups of livestock (i.e. milking cows, bred heifers, open heifers, and calves along with the major items of equipment including an overall shot, if possible (i.e. machine shed or row of equipment.) 3.The appraiser shall complete WI-FLP-APPR-3, “Chattel Appraisal Guidelines/Documentation” or a narrative containing the same information. 4.Deliverable: The appraiser shall complete WI-FLP-APPR-4, “Chattel Appraisal Certification”. 5.If necessary, the contractor shall be available to discuss with FSA officials any discrepancies found in the appraisals completed and to correct deficiencies in the appraisal for those discrepancies where noncompliance with FSA requirements is evident. 6.Witness Testimony Requirements The contractor may be required, when requested by the Government to give testimony regarding their appraisal in the Farm Service Agency appeal process and/or court proceedings. The minimum hour(s) requested shall be one (1). If appeal process and/or court proceedings exceed the minimum, the contractor shall receive approval from the CO in writing prior to testimonies. The fee for witness testimonies shall be a fixed hourly rate (Travel expenses need to be factored into this cost) for this service.
