Description
U.S. DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) The National Highway Traffic Safety Administration (NHTSA) intends to issue a Full and Open Competition procurement. NHTSA has a requirement to acquire National Level Vehicle Data/Statistics to Support NHTSA Database and Analysis. NHTSA uses crash data in conjunction with vehicle registration data to: •· Assess emerging vehicle safety issues for specific vehicle makes and models; •· Monitor normalized fatality and injury rates by vehicle categories; •· Provide input for the assessment of fatalities each year for vehicle size and crash rate correlations; •· Assist in identifying the spatial distribution of the affected vehicles with issues, i.e., the number of vehicles in each state; •· Support the examination of emerging issues in vehicle claims and complaints investigations; •· Conduct evaluation and regulatory impact analysis of NHTSA rulemaking by providing exposure data for vehicles with or without a safety feature; and •· Support analysis for both crash-avoidance and crash-worthiness rules. The North American Industry Classification System (NAICS) code for this acquisition is 541720, Research and Development in the Social Sciences and Humanities and the Small Business Size Standard is $7 million dollars. NHTSA intends to award a Firm Fixed Price Contract (1 base year and 4 option years), in accordance with FAR 16.202, Firm-Fixed-Price Contracts. There are special requirements included in this project which will be under a (Indefinite-Quantity Contracts) with Task Orders, in accordance with FAR 16.504. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award during performance. This is a synopsis, only. The final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation number for this requirement is DTNH22-11-R-00428 and will be available for downloading from FedBizOpps.gov on or about September 30, 2010. All questions regarding this synopsis must be submitted in writing via e-mail to NHTSAOAM@dot.gov no later than September 22, 2010. It is important to reference e-mail correspondence with the solicitation number.
