Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation 1300176868 is issued as request for quotes (RFQ) and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-6. The NAICS Code for this solicitation is 541430 with a size standard of $7 million. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08 and Defense Acquisition Circular (DAC) 91-13 Correction. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. The Government does not intend to set-aside funds based on business size. This procurement is for the Modeling and Simulation Coordination Office (M&S CO) conference exhibit to include: -Exhibit modifications consisting of (4) new Moss triangular banner skins, (1) new reception desk logo, (12) kiosk header signs, and (4) new circular logo signs -Warehouse services consisting of pulling and preparing exhibit crates with inspection and receiving and storing of exhibit crates with inspection -Transportation services consisting of transporting exhibit crates from warehouse to Orange County Convention Center prior to conference and back to warehouse following the conference -Exhibit set up prior to conference and dismantling following the conference The Government intends to award to Global Experience Specialists, Inc on a sole source basis as they built the display booth and are the only ones with the ready access and materials, tools, replacement parts, booth specifications and technical data necessary to provide the modifications. In addition, they are the only known source that can correctly setup/dismantle the booth. However, all responsible sources may submit a capabilities statement, which shall be considered by the agency. The Government, solely for the purpose of determining whether to initiate a competitive procurement, will consider all capabilities statements received. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The provisions at FAR 52.212-1, 'Instructions to Offerors', applies to this acquisition with the addendum that offerors are required to submit warranty information and parts availability with their offers. All offerors MUST BE CENTRAL CONTRACTOR REGISTERED (CCR). The clause at FAR 52.212-4, 'Contract Terms and Conditions-Commercial Items', applies to this acquisition. The clause at FAR 52.212-5, 'Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items' applies to this acquisition.
