Description
Modification 1: Special Notice The Government intends to solicit and negotiate with only one source, West Kentucky 2-Way Radio, Inc., 607 W. Everly Brothers Blvd., Central City, KY 42330-1887. The procurement will be conducted on a sole source basis in accordance FAR 13.106-1(b)(1), to Repair/Replace hardware and software associated with Siren #5, Fort Campbell, KY. Repair will consist of replacing the Whelen 3600 Watt Siren, UHF Radio, Intrusion Alarm, Siren Batteries, Wiring, Resetting the 65 ft Utility Pole, and Testing. Restricting competition is based on the Siren #5s incorporation as part of the Early Warning System (EWS). The EWS uses the Motorola Trunked System as infrastructure. The infrastructure utilizes proprietary software owned only by Motorola. Motorolas authorized Service Provider for Fort Campbell, KY is West Kentucky 2-Way Radio, Inc. Award of a contract for the repair/replacement of Siren #5 to any other vendor could negate the existing contract with Motorola for repair and maintenance of the Land Mobile Radio system. The NAICS code for this procurement is 811213 and the small business size standard is $7 million. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 22 September 2010, 2:00 pm. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with West Kentucky 2-Way Radio.
