- This acquisition is proceeding as Unrestricted Full and Open Competition Request for Proposal (RFP). Estimated Cost Range is between $25,000,000 to $100,000,000. This project is to construct a 110,000 SF 4-story structural steel frame facility. The building include classrooms, staff and faculty offices, storage, test control areas, conference room, multi-purpose training areas, cultural rooms, curriculum resource areas, break areas and other academic support areas. Supporting facilities include all utilities and mechanical systems support, fire protection and alarm systems, parking, paving, walks, curbs and gutters, storm drainage, robust information/network support systems and site improvements. Antiterrorism/Force Protection measures include standard features for new facility construction to include laminated glazing and site limiting landscaping features. Heating and air conditioning shall be provided by self contained systems. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be included. The period of performance for this project is anticipated to be 540 calendar days. This Procurement will be conducted under the Federal Supply Code: Y139 - Construction of facilities/other educational buildings; the Standard Industrial Classification Code: 1542, North American Industry Classification System Code: 236220 Commercial and Institutional Building Construction. The size standard for this code is $33,500,000. A site visit/pre-proposal conference is tentatively scheduled for 12 October 2010. Information about the time and location of the site visit/pre-proposal conference will be found in Section 00100 of the solicitation. It is anticipated that the RFP will be issued on or about 20 days from the date on this pre-solicitation notice, for downloading at the Government's website at http://www.fbo.gov/. No paper copies will be issued. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the RFP documents. To register, click on the Register Now button in the Vendors Block and follow the instructions.
