- The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Waters Corporation, in Milford, MA 01757, under the authority of FAR 6.302-1(a)(2). Waters shall furnish, deliver- F.O.B. Destination, within Consignee's Premises-, install, and provide training of a used Waters Synapt High Definition Mass Spectrometer System (HDMS), to the USDA, ARS, NAA, Eastern Regional Research Center (ERRC) in Wyndmoor, PA in accordance with the terms, conditions, and specifications contained in this document. The Synapt HDMS system will be used in conjunction a previously purchased nano-Acquity UPLC by the Core Technologies unit, at ERRC. By adding the Synapt HDMS, Core Technologies will increase its capacity to provide support to ERRC and NAA for the analysis and study of proteins, peptides, proteomics, lipids, oligosaccharides, polymers and characterization of chemical residues contained in food. SYSTEM REQUIREMENTS: 1. The system must possess the low pressure traveling wave technology for ion trapping, ion mobility separation, and transfer cell for the analysis of ionized molecules through the use of electrospray (ESI), nano-ESI, and atmospheric pressure chemical ionization (APCI). 2. The system must include a quadrupole-time of flight mass spectrometer (Q-TOF) capable of operating in two alternative modes via a proprietary data system to provide spectral resolution of >10,000 FWHM (Full Width Half Maximum) or of >17,500 FWHM, with a mass accuracy of 3 ppm RMS, and capable of obtaining at least 10 full spectra/sec. 3. The instrument must be fully compatible with an exiting nano-Acquity UPLC and MassLynk 4.1 software. 4. In addition to the ion mobility separation capability, the system must be able to perform MS/MS and an alternative simultaneous high and low collision energy data to provide fragmentation data for ionized analytes, a feature called MSE. The USDA, ARS, NAA, ERRC has determined that the Waters Synapt HDMS system is the only used mass spectrometer with the following salient characteristics: 1) Compatibility with existing instrumentation: The Waters Co. Synapt HMDS is fully compatible with the existing Waters nano-Acquity UPLS instrument and software. Equipment continuity and compatibility though software and instrumentation is essential to current research and will save time and maintain quality of sample and data processing, and method development; 2) Traveling wave: The instrument uses low pressure traveling wave technology for trapping ions, produces ion mobility separation, and transferring the ions to the TOF analyzer. This technology increases our capability for efficient separation of ions according to, mass, size, shape, and charge for molecular characterization and identification; 3) Q-TOF mass spectrometer: The instrument combines the traveling wave technology with a Q-TOF analyzer that uses a 8,000 amu quadrupole with a TOF analyzer that operates in two resolution modes (at <10,000 and <17,000 FWHM (full width half maximum). The mass accuracy is up to 3 ppm RMS with up to 10 spectra/sec, and has the capabilities for MS/MS and MSE. In conjunction with specific software MS/MS and MSE offers an advance alternative for proteomics studies. The high mass definition and high acquisition speed provided by a Q-TOF analyzer is essential for the molecular characterization of a diversity of samples, such as lipids, oligosaccharides, and polymers derivatives, proteins and peptides. PACKING AND SHIPPING: The Contractor shall be responsible for shipping the materials and equipment. The Contractor shall pack each item for shipment in a new container in such a manner that will ensure acceptance by common carrier and safe delivery at the destination. Containers and closures shall comply with the Interstate Commerce Regulation, Uniform Freight Classification Rules, or regulation of other carriers as applicable to the mode of transportation. The Contractor is totally responsible for offloading entire shipment. The items to be furnished hereunder shall be labeled with the contract number and delivered, all transportation charges paid by the Contractor in accordance with the F.O.B. Destination, Within Consignee's Premise in accordance with FAR 52.247-35 to: USDA, ARS, NAA, ERRC 600 East Mermaid Lane Wyndmoor, PA 19038 Attn.: Shipping and Receiving. Contract #: _____________________ FACILITY INFORMATION: The facility has a loading dock, and must be delivered through a door having an opening of 10 feet wide and 11 feet-8 inches high. ADVANCE NOTIFICATION OF DELIVERY: The Contractor shall provide the addressee advance notification of delivery. Such notice shall be provided in writing, not less than two (2) weeks prior to delivery. The Contractor shall provide at least 24 hours advance notice to the COR prior to actual delivery. Collect calls will not be accepted. DELIVERY: The Contractor shall furnish and deliver F.O.B. Destination, Within Consignee's Premises the equipment and documentation to the USDA, ARS, NAA, ERRC, 600 East Mermaid Lane, Wyndmoor, PA 19038 and include the Contract number, within ninety 90 days after receipt of the order. Delivery shall be between the hours of 8:00 a.m. to 3:00 p.m., Monday through Friday, excl. Federal holidays. WARRANTY: The Contractor shall provide a one-year manufacturer's on the equipment after installation and certification. Computer system - #1760001257--The contractor shall provide a four year on-site International. Warranty with Non-HDD Return. Software - one-year software support and restore service, #741000335. The Contractor shall provide a copy of each warranty with their offer. EXTENDED SERVICE CONTRACT: The Contractor shall provide copies of their extended service contracts, price list and identify if a cost reduction is available when purchased with the equipment. A.2, Items 16-19 (OPTION ITEMS- EXTENDED SERVICE PLANS) is pending availability of funds in accordance with FAR 52.232-18, Availability of Funds and 52.232-19, Availability of Funds for the Next Fiscal Year. DOCUMENTATION: The Contractor shall provide one (1) hard or electronic copy of the operations, repair, maintenance manuals, lubrication and service instructions, operating instructions and software manuals and upon delivery of the equipment. All documentation shall identify the contract number on the label. Final payment shall not be made unless and until the equipment and documentation have been accepted by the Contracting Officer's Technical Representative (COTR). INSTALLATION AND START-UP: The Contractor shall perform pre-installation site-visit within 60 days after receipt of the order. Also includes the Synapt DHMS Installation Certificate (741000335) at time of system installation. Installation shall be coordinated by the Contractor with the requester at least one (1) week prior to delivery. The Contractor shall perform and complete installation and start-up within two (2) weeks after delivery at no additional cost. TRAINING: a) SYNPT HDMS BioMolecular Application (7540000447): Four (4) days of training covering Synapt HDMS operation with a focus on Bimolecular applications. Topics include instrument theory, instrument optimization, data acquisition, sample prep, database searching, and system maintenance. Training will be at Waters designated location. Government will be responsible for travel and lodging. b) NA - On-site Field Apps Ed Cert (750000488): Three days training for up to five people on operation and maintenance of equipment and software operation within two weeks of installation certification. This includes any training materials, explanation of operators manual with the user and explanation of maintenance procedures. Travel includes lodging for the Contractor. GOVERNMENT FURNISHED PROPERTY: The Government shall be responsible for the installation of the facility electrical, gas connections and UPS. PAYMENT: USDA, ARS requires all Contractor's to be registered in the Central Contractor's Registration (CCR) database for payments to be made through the Electronic Funds Transfer (EFT) Method. Also see FAR Clause 52.212-4, Item (t). Final payment shall not be made unless and until documentation and training have been received and are accepted by the Technical Representative. SOLE SOURCE JUSTIFICATION: The NAICS Code is 334516 with a size standard of 500 employees. This procurement is unrestricted. This is not a request for proposal. No solicitation is available. Companies with the demonstrated capability and financial capacity to provide and service such equipment must submit a written substantive statement outlining the Company's and system's capabilities, available service agreements and consumables (including price lists) to the Contracting Officer within 5 days of publication of this notice. This announcement and any other documents related to this procurement will be available electronically at the Internet site http://www.fedbizopps.gov. The Contractor is responsible for monitoring the FBO website for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received within 5 calendar days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Waters Corporation, under the authority of FAR 6.302-1(a)(2).
