THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE U.S. FOOD AND DRUG ADMINISTRATION (FDA) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to identify potential small businesses that have the capacity to develop, lead, and oversee public health education campaigns. The U.S. Food and Drug Administration (FDA) Center for Tobacco Products (CTP) is seeking capability statements from small business firms who are qualified to support CTP in planning, developing, producing, and delivering consumer-based communication programs, strategies, and materials for multiple, national, multichannel public health education campaigns. The Family Smoking Prevention and Tobacco Control Act gives FDA the authority to address the use of tobacco by young people and dependence on tobacco (21 USC 387 note). Tobacco use causes more than 400,000 deaths each year in the United States-about 1 out of every 5 deaths. A primary CTP strategy to reduce the suffering caused by tobacco use is to plan, implement, and evaluate strategic public education campaigns that educate a variety of audiences about FDA tobacco product regulations and their intent to improve public health, prevent tobacco use among young people in the United States, and encourage those who use tobacco to quit. Tasks under this contract will primarily focus on developing and implementing large-scale public health education campaigns. More specifically, offerors will be required to demonstrate that they have extensive and successful experience in providing a full-range of activities associated with researching, developing, producing, delivering, and evaluating health and program-related materials for national public health campaigns and initiatives that must be coordinated with both internal and external stakeholders at a national, regional, state, and local level. The contract will include the following scope of services: 1. Developing and delivering major public health education campaigns for a wide range of audience sizes and types (i.e., from national to local levels, from the general population to specific target populations). 2. Conducting formative research-both qualitative and quantitative-to document program requirements, collect consumer-based data, segment audiences, and develop, test, and refine campaign messages for targeted CTP audiences. 3. Developing strategic campaign content, including writing, editing, and translation for diverse platforms and audiences in compliance with Federal standards for plain language, usability, and Section 508; graphic design; and developing print and broadcast advertisements for national and regional placement. 4. Developing and applying rigorous quantitative measures to track and evaluate the effectiveness of campaign activities. 5. Developing, testing, implementing, and maintaining interactive, mobile, and new media strategies and channels, including new and social media tools, e-partnerships, and user-centered Websites. 6. Supporting strategic partnership development and maintenance, including community, corporate, media outreach, entertainment industry outreach, and partnership database development and maintenance. 7. Working with FDA to write and publish journal articles associated with its public health education campaign activities. PLEASE NOTE: Any potential offeror must demonstrate the following: • Proven capability to provide a Center-wide, comprehensive, inclusive education and health communication program and evidence of fiscal responsibly that demonstrates the use of valid key performance indicators and business activity monitoring of a large scale effort. The processes and procedures to monitor and execute these activities are required to be scalable and to encompass the statutory obligations of the Tobacco Control Act and fully/responsibly execute the require tasks.‬ • Prior direct experience developing and implementing national large-scale campaigns targeting populations of at least 40 million people. National is defined as being conducted in all contiguous states and not limited to certain geographical areas. Multiple methods for reaching target audience must be demonstrated (e.g. radio/television advertisements, print, and digital communications). • Prior direct experience conducting multiple, large-scale, national comprehensive media campaigns simultaneously. • Prior experience coordinating large-scale national campaigns with activities on the regional and local level, including non-traditional and grassroots approaches to best meet the audiences' needs. • Prior experience using health communication theory and best practices to guide the strategic planning and implementation of national health education campaigns designed to promote healthy behavior(s). • Knowledge of planning and implementing formative research, according to federal regulations, to segment audiences and develop tailored health campaign messages and strategies. • Ability to finance $15 million in media buys prior to receiving funding from government due to industry requirements and rules of government accounting. • Ability to provide expert advice and guidance in the development of health campaigns related to tobacco use cessation and prevention. • Prior experience purchasing broadcast and print media on a national basis to reach 20,000,000 people. • Significant prior experience communicating to youth/teens about health-related behaviors. • Prior experience using mobile technologies and social media for national health education campaigns. • Prior experience working with earned media including having established relationships with major publications and television networks with a proven ability to place/garner earned media coverage. • Prior experience developing and nurturing nationwide partnership networks and strategic alliances to support appropriate tailoring and dissemination of national campaign messages and activities. • Prior experience working with and managing multiple subcontractors for large/specialized communication tasks as defined above. • Prior experience conducting post-buy analysis for national paid media buys and using the results to inform campaign strategies and interpret evaluation results. • Ability to produce high-quality print and broadcast advertisements and public service announcements. • Ability to translate materials into multiple languages, with attention to cultural adaptation, in a short turnaround time. • Prior experience responding to Federal Agency management, accounting, and reporting needs. Cost Efficiencies: Companies shall be expected to provide service at a competitive price, while maintaining quality standards and satisfaction levels. The following specific information is requested: (a) company descriptive literature; (b) specific related corporate experience; (c) experience with national campaigns targeting populations of at least 40 million people, and experience with the type of performance expectations mentioned above; and, (d) references (to include a point of contact and phone number) with firsthand knowledge of the experience cited in (a), (b), and (c) above. If applicable, indicate if your company is on a GSA schedule or holds a Government Wide Acquisition Contract (GWAC) relevant to the capabilities addressed in your response. It is essential that the contractor be free of all appearance of or actual conflicts. Specifically, the contractor must not have any relationships or arrangements through its business operations or its employees that could be considered as possibly lessening the company's objectivity concerning any aspect of tobacco-related public health education campaigns. If such relationships or arrangements exist, contractors shall be required, during the procurement process, to identify potential conflicts of interest and discuss how the conflicts will be addressed and mitigated.
