- This is a sources sought Market Survey posted in accordance with the Federal Aviation Administration (FAA) Acquisition Management Policy (AMS) 3.2.1.2.1. This is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. This notice shall not be construed as a commitment by the FAA to issue a solicitation or ultimately award a contract, nor does it restrict the FAA to a particular acquisition approach. Responses to this market survey are for informational purposes only and submissions are made on a voluntary basis. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of submissions in response to this market survey or the FAA's use of such information. Responses to this Market Survey may factor into the development of an acquisition strategy and a future request for proposal. The FAA must maintain and sustain the existing Wide Area Augmentation System (WAAS) Program. As part of the system safety architecture, the WAAS uses two configurations of Safety Computers (SCs) running software designed and verified to RTCA/DO-178B Level B. The remainder of the WAAS software is developed and assured to RTCA/DO-178B Level D. The existing SCs are nearing their end of life, and have reached the designed limits of their processing performance. The purpose of this announcement is to assess the availability of desired SC functional capabilities identified in Appendices A and B of this survey. Information collected will be used to assess the availability and interest in developing a commercial replacement solution. The replacement SCs will become part of the WAAS operational baseline, replace the existing SCs and provide the central processing unit (CPU) capacity necessary to perform its design functions. The FAA anticipates an initial delivery of six pre-production units that can be used for acceptance and verification of the product and delivery of approximately 60 production units within 18 months of product verification. The FAA anticipates that the pre-production units are available within 24 months of contract award. The 24-month period includes 9 months of integration and verification activities at the FAA's WAAS Operations Group Engineering Facilities, Oklahoma City, OK. The principle North American Industry Classification System (NAICS) code for this effort is 334511 Search, Detections, Navigation, Guidance, Aeronautical, and Nautical System and Instrument manufacturing, with a size standard of 750. If respondent believes another NAICS code is applicable to the work specified in this market survey, justification supporting the alternate NAICS code must be provided. Suggestion of an alternate NAICS does not require that a resultant solicitation be issued under the NAICS code alternate. Interested parties must submit a Capability Statement addressing the areas itemized below. Whenever recent experience is requested, it will be limited to that experience which has occurred within the past five (5) years. Additional technical information regarding the WAAS safety computers is included in Appendices A - Safety Computer Descriptive Information and B - Diagrams and Physical Interfaces of this survey. Capability Statements must address the following: 1.A brief description of the company's business size, location and business status, i.e, large, small, women-owned, etc. 2.Business Declaration Form - Interested vendors shall complete the attached Business Declaration Form. Respondents must provide an indication of the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 3.A copy of the vendor's SBA 8(a) Certification Letter, if applicable. 4.Justification for an alternate NAICS code, if applicable. 5.Describe your company's recent experience in the development and/or implementation of hardware and software solutions using RTCA/DO-178B assurance level (AL) A or B. a.For each experience, provide contract's award value, points of contact (POC) for each contract identified (name of the POC, address, e-mail and telephone) and whether respondent was prime contractor, subcontractor or consultant. b.Explain in detail the specific role of your company in the certification activity for each contract identified. 6.Describe your company's recent experience (within past five years) with the Wind River VxWorks DO-178B Platform OS. Identify specific products and certification dates as applicable. 7.Describe your company's recent experience with embedded processor solutions for certified aviation applications. Identify the processors and operating systems used in those solutions. 8.Describe your company's recent experience with designated engineering representatives (DERs) and the FAA certification process.a.Identify the FAA certification authorities and projects.b.Identify DERs on staff or use as outside resources. If outsourced, provide the names of the DERs you have used, and the projects they supported. 9.Describe your company's recent experience with current production RTCA DO-178B AL A or B avionics. 10.Describe your company's recent experience in designing, specifying, and manufacturing circuit boards.a.Identify if this is an in-house capability or if you outsource.b.Identify previous projects where you have manufactured custom circuit boards and designs. 11.Describe your company's recent experience with field programmable gate arrays (FPGAs), application specific integrated circuits (ASICs), or similar, and RTCA DO-254 certification.a.Identify FAA certification authorities and projects.b.Identify the certification Level achieved. 12.Identify the list of information required to bid on the AL B software re-hosting for this development. 13.Discuss your approach towards achieving the FAA's envisioned schedule for the availability of pre-production and production units, and identify any concerns or considerations. 14.Describe the verification and certification approach for the complete SC (hardware and software). Identify the FAA's anticipated role where applicable. 15.Describe potential risks and areas of specific concern with potential mitigation, where applicable. Responses are limited to 20 pages excluding Business Declaration Form and SBA Certification Letter, if applicable.
