- This synopsis is for information and planning purposes only. It does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. No costs will be paid for any costs incurred or assumed in response to this pre-solicitation notice. This is a synopsis of a proposed contract action as required by FAR 5.2. Marine Corps Systems Command intends to issue a Request for Proposal (RFP) for a five year, firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) contract in support of a commercially produced and delivered Close Quarter Battle Pistol (CQBP) system. The expected RFP release date is anticipated to be within the October 2010 timeframe. Request for Proposal will be offered to the marketplace under full and open competition. This synopsis is released following a Sources Sought Notice, M67854-10-R-1064, posted to FEDBIZOPS on 17 March 2010. The contract anticipated by the Government is firm fixed price and will seek to have a vendor produce and deliver the CQBP systems to fill the Government s Unit Table of Equipment Requirement (UTR) of 3,930. Once awarded, the minimum ordering amount on the IDIQ contract shall be for 400 CQBP systems, and the maximum ordering amount shall be 12,000 systems (taking into account potential system replacements throughout the life of the contract). Characteristics of the Close Quarter Battle Pistol include the following: (1)The CQBP shall be semi-automatic, single action,.45 ACP caliber pistol. (2)The CQBP shall have a single stack magazine which must hold at least 7 rounds. (3)The CQBP shall incorporate a MIL-STD-1913 accessory rail that is a feature of the receiver (i.e. not attached to the receiver, but fabricated from the same piece of material), parallel to the center of the barrel bore, and capable of mounting the AN/PEQ-6A and AN/PEQ-14 individually. (4)The CQBP shall have a grip safety and an ambidextrous manual safety which are operable by users wearing cold weather and NBC gloves. (5)The CQBP shall have dull, non reflective surfaces and use standard military colors. (6)The CQBP shall lock the slide or bolt to the rear after the last round in the magazine is fired. (7)The CQBP shall have a beveled magazine well to facilitate rapid loading. (8)The CQBP shall have a lanyard loop attached to the receiver for use in weapon retention. (9)The CQBP, when firing from mechanical rest, shall hold a five shot group within 4 inches by 4 inches at 25 yards. (10)The CQBP shall be no more than 9 inches in length and weigh less than 4.5 pounds with empty magazine. (11)The CQBP shall have a consistent trigger pull of 5 plus-or-minus 1 pounds. (12)The CQBP shall demonstrate reliability of a minimum of 300 rounds between stoppages and 5,000 rounds between parts failures. The CQBP shall perform reliably after being subjected to standard MIL SPEC environmental tests, drop tests, and temperature extremes. (13)The CQBP shall demonstrate drop in parts interchangeability, with no milling, filing, or fitting required. There shall be no degradation in performance after parts are exchanged. (14)The CQBP shall be resistant to corrosion and chemicals, and must be compatible with current military approved small arms cleaning, lubrication, and preservative and storage agents. (15)The CQBP shall be marked with an Item Unique Identification (IUID) marking, as defined in MIL-STD-130M. As far as delivery, the Government s delivery requirement is anticipated to be (400) weapon systems within 90 days after the acceptance and issuance of the first delivery order against the IDIQ contract, with the capacity to deliver a subsequent balance of 3,530 CQBP systems within 9 months at a rate of 400 CQBP systems per month. The anticipated period of performance is five years after date of award of this IDIQ contract. The proposed North American Industry Classification System (NAICS) code for this acquisition is 332994. Potential offerors should monitor FEDBIZOPS for the official release of the Request for Proposal Package.
