Description: Notice for a SOLE SOURCE requirement in accordance with the 41 U.S.C. 253(c)(1), Federal Acquisition Regulation Part 6, 6.302-1, Only one responsible source, for WISKI Software License and related training. The U.S. Fish and Wildlife Service (USFWS) Contracting and General Services Office in Denver, Colorado intends to award Sole Source to Kisters, Citrus Heights, California 95610, a commodity (product) requirement with incidental services for a WISKI Lite License #1&2 (Quantity 2; Unit of Issue Each), Annual Support and Maintenance (Quantity 2; Unit of Issue Each), WISKI Basic Training (Quantity 3; Unit of Issue Days); and Travel (Quantity 1; Unit of Issue Job). USFWS believes that Kister's WISKI product is the only source that incorporates a relational database to store and analyze hydrologic, hydraulic and water resource engineering data. In addition, the software is required to ensure transferability, compatibility and to maintain consistent scientific methodologies between USFWS regions. Unrelated software would result in duplication of cost and critically cripple the mission and vision to develop a national USFWS water resource database. Any parties who feel they have the capabilities required to do the above are welcome to provide documentation on their expertise and qualifications for consideration by 21 September 2010, 10:00 AM ET. All such documentation should be sent to the point of contact listed in this announcement. This notice of intent is NOT a request for competitive proposals. The intent of this announcement is to determine if any source(s) exist, and therefore, Solicitation no. 60181AQ632 will not be made available. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
