- Requirement: Operation of Infrastructure and Airfield at the Midway Atoll NWR. Requirement is set-aside for small businesses as defined in the following paragraph. From this solicitation a Base Operations Support Services (BOSS) and a separate Construction Task Order Contract (TOC) will be awarded to the Contractor. Both of these contracts will be awarded with a base year and up to four (4) option years. The Solicitation with Clauses and the Notice to Offerors and various attachments will be available through the FedBizOpps web site (https://www.fbo.gov/) and Fish and Wildlife Service FTP website (https://manage.fws.gov/ftp_r1cgs_solicitations/10181AR800).**Please note the Performance Work Statement for the BOSS and the Statement of Work for the TOC will be available through and Internet Link on the Notice to Offerors page. Small Business Size Standards: Applicable NAICS Codes are 561210, 488119 and 238990. The small business size standard for these NAICS codes are as follows: 1) No more than 35.5 million annually for facility support services (NAICS code 561210); 2) No more than 7 million annually for airport operations (NAICS code 488199); and 3) No more than 14 million annually for all other specialty trade contractors (NAICS code 238990). Eligibility for Small Business status will be based upon the size standard cited for NAICS code 561210. SITE VISIT: Interested Parties must notify the Contracting Officer by October 10, 2010, if they are interested in flying to Midway for a site visit. This notification must have the names of a primary and secondary person planning on attending the site visit. Due to the limited seat availability (only six (6) seats currently available on the flight from Honolulu to Midway), it is possible only the primary person will be allowed to attend the pre-site visit. The Contracting Officer will notify the Contractor at least three days in advance as to who will be able to attend. A flight has been scheduled to Midway for October 26 through October 28, 2010.**Please note that this flight schedule is dependent upon any weather delays that may occur. Contractors will be responsible for covering the cost of flying to Honolulu and any overnight accommodations. Contractors will also be responsible for overnight food on Midway. EVALUATION FACTORS FOR CONTRACTORS ATTENDING SITE VISIT: The initial evaluation to determine the top six (6) ranked firms eligible to attend the site visit will be based upon submission of past performance data for up to the last nine (9) current and completed contracts that are similar in nature to requirements encountered at Midway Atoll NWR as addressed in the Performance Work Statement from the previous contract that is currently posted to the FTP web site. This initial past performance information will be required by no later than October 10, 2010. The breakdown for up to the last nine past performance references shall consist of the following: 1) Three of these references must involve services relating to work performed under a BOSS type contract; 2) Three of these references must involve construction in relation to a Task Order Contract; and 3) Three of these references must involve airfield operations. Higher consideration will be given to those firms that provide references similar in nature to the requirements cited in the previous contract PWS currently posted to the FTP web site cited above, which includes similar contracts with remote operations like Midway Atoll. Limitation on the number of pages for this initial evaluation will be one page per reference for a not-to-exceed total of 9 pages. Only those six top ranked firms picked to attend the site visit will be allowed to submit a proposal to the solicitation package. No other contractors will be eligible to submit a proposal. SOLICITATION EVALUATION FACTORS FOR CONTRACTORS SELECTED TO ATTEND THE SITE VISIT: Those initial six top ranked firms that are chosen to attend the site visit will be asked to provide a proposal to evaluations factors stated within the solicitation package. The solicitation package will be issued on or about October 1, 2010 with receipt of proposals due approximately November 15, 2010. This will be a best value award where evaluation factors specified within the solicitation, when combined, will be considered significantly more important than price. Interested contractors must complete online representations and certifications application (ORCA) at "http://www.bpn.gov" and must be registered in CCR at http://www.ccr.gov to be eligible for an award.
