Description
Please acknowledge AMENDMENT 1 in Proposal Attached is the table of contents for the SOPs and the HWMP. Below are the Answers to the Questions received. Q: Are all the SOPs related to HWMP? Is there a publicly available website that contains the Pueblo Chemical Depot EMO SOP and HWMP documents, or table of contents? Is it possible to receive a copy of the Table of Contents of the HWMP without comprising security standards? A: The SOPs and the HWMP are two separate documents. Table of Contents for both are attached. Keep in mind that the task is to review and revise applicable sections. Q: The solicitation states that the contractor must meet all training required under the PCD's Hazardous waste permit and that proof of current training must be provided. What is the training required under the PCD's hazardous waste permit? Is this training required only if the contractor is to be onsite? Since access will be limited to administrative area, what requirements on certification exist beyond RCRA knowledge and technical qualifications? Is the proof of current training to be provided with the proposal or can the training be completed after the award has been made? A: Since the contractor will only be working in administrative areas, not in the field or in a Hazardous situation, PCD will provide necessary PCD specific training after award. Other training certificates, such as HAZWOPER, are recommended but are not required. Proof of training since only recommended, is not required to be provided with proposal. Q: Under 9.0 Travel, the solicitation states that the there is no travel associated with this task. Are the estimated six required meetings to be held by teleconference or in person at PCD? What about site visits? Will contractor access all other records at PCD administrative area? A: Meetings and site visits will be coordinated by the contractor with PCD. The PWS estimates 6 on-site meetings which may include project updates and site visits to gather information and talk to Subject Matter Experts. Meetings can also be held by teleconference. PCD will provide additional documentation to the contractor upon request. Q: Is the cost of travel to be incorporated into overhead? A: All potential costs associated with the performance of this contract, to include travel, shall be included in the proposal cost. No cost reimbursement will be available after award. Q: Was this done by a contractor before? A: No Q: The EMO SOPs contains 112 double-sided pages. The HWMP contains 197 single-sided pages. Does this mean that the EMO SOPs contains 224 pages and the HWMP contains 197 pages? A: Yes Q: Does ORCA registration constitute compliance with contract terms on representation and certification? A: ORCA registration and CCR must be up to date upon contract award. A blank copy of the Certifications and Representations can be sent to the winning contractor, which will substitute for a missing or expired ORCA registration. Q: Please define the term price technically acceptable. A: A contractor will be considered technically acceptable if they follow the guidelines laid out in the Solicitation. Technically acceptable will be based on the offeror providing a detailed understanding of the requirement. A proposal shall include how the offeror would perform to the standards of the Performance Work Statement. Please provide a plan of performance to comprise of personnel qualifications, along with a detailed understanding of the regulations and guidelines outlined to be integrated into the new revisions of the PCD environmental guideline documents. Q: Is there a particular format preferred for the receipt of the quotes (Word document,.pdf, etc.)? A: No as long as what is provided includes pricing and technically acceptable information requested. Q: Please confirm that the proposals are due on a Saturday. A: Saturday is the correct day. I will be in the office from approximately 6 a.m. to 10 a.m. Saturday morning. Q: Please confirm the Department of Labor wage determination #05-2080 (Rev 12) dated 06/22/09. The website directs you to #05-2079 (Rev.11) dated 6/22/10 for El Paso County, Colorado. A search of the archived wage determinations for #05-2080 turned up only Rev 1 10 and Rev 10 had a note that it was replaced on 6/22/10. A: Department of Labor wage determination #05-2080 (Rev 12) dated 06/22/10 is the correct WD for El Paso County, Colorado. Q: Registration with the Wide Area Work Flow need to be in place prior to the award? A: Registration in WAWF can be completed after award. Q: A project manager and field engineer are listed as minimum required personnel for the project during the period of performance from September 25, 2010 February 1, 2011. Is there a minimum level-of-effort required or anticipated for each position that can be provided to assist in developing a quote. A: There is no minimum level of effort required or anticipated for each position. Please propose based on your determination of level of effort anticipated to perform this requirement. Q: Are you able to disclose how much time the last update took? A: No, that information is not available. Q: Do we provide our qualifications with the quote? A: Yes
