Description
NASA/GSFC has a requirement for a one year research of the Numerical Study of Dustand Aerosol in South and Southeast Asia. The scientific objective of this proposedresearch is to unravel the physical mechanisms and multi-scale interactions amongaerosols, snow-soil, weather and monsoon systems, as well as to improve the understandingof hydrological cycles and weather prediction in South and Southeast Asia, which affectsthe global climate. Specific tasks include: (1) Black carbon and dust aerosols forcing on local and regional weather/climate; (2) Interactions among aerosols, soil, snow, the blocking and downdraft of mountains; (3) Aerosol solar dimming vs. elevated heating in affecting regional to continental scaleweather/climate; (4) The areas and duration of the weather/climate perturbed by aerosols; (5) Amplification factor of the perturbed systems, if the aerosols concentrationincreases with time; (6) Clarifying discrepancy between the observed precipitation trend form modelsimulations in S. and SE Asia during monsoon season. (7) Improving the PRCM and the GCM to better predicting monsoon rainfall influenced byaerosols and other forcing. NASA/GSFC intends to purchase the service from Purdue University pursuant to FAR 13.106for the acquisition of supplies or services determine to be reasonably from one source. Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort inwriting to the identified point of contact not later than 2:30 p.m. local time onSeptember 27, 2010. Such statements will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a statement which shall be considered by the agency.
