- HAATS SYNOPSIS 1. Description Category: Military Construction Solicitation No. W912LC-10-R-0009 Services, non-personal to provide all plant, labor, transportation, materials, equipment and appliances necessary to construct the High Altitude Army Aviation Training Site (HAATS), located in Gypsum, Colorado; Project Number 080062. Scope of the project includes a 101,600 square foot aviation training facility that will include administration, training classrooms, flight operations, 4 maintenance hangars for Chinook helicopters, allied maintenance shops, and 34 lodging rooms. Exterior facades of the facility will be a combination of stone, glazing, translucent panels, concrete, and metal panel systems. Site improvements include grading, utility services to the facility, control gates, a parking lot for privately owned vehicles, access roads, concrete aprons, helicopter tie-down pads, dry stack stone feature wall, and miscellaneous landscaping. The project will be constructed to achieve at least a LEED Silver rating, fully certified thru the USGBC. The estimated construction cost of this project range is $25M to $100M. The total administration and construction performance period is 790 days after receipt of NTP. The Initial RFP Solicitation issue date is on/about 16 September 2010. There will be an Initial Pre-Proposal Conference on/about 29 September 2010, with the Initial RFP Proposal submission deadline on/about 20 October, 2010. Evaluation factors include: "Past Performance Evaluation on similar scale projects oQuality Control oTimely Performance oManagement Effectiveness oCompliance with Safety Standards oSubmittal and RFI Process oCompliance with County, State, and Federal laws and regulations oCompliance with small business concerns requirements (applicable to all offerors) and/or (applicable to large businesses only) Small Business Plan Requirements "Technical Evaluation oContractor Construction Mountain Experience oCapability and Experience oProject Management "Price Past performance and Technical when combined are significantly more important than price in the initial phase of the competition. For the final proposal revision evaluation, Past Performance and Technical when combined are equal to price. Evaluation factors will be fully specified in the solicitation. The top ranked proposals selected will move on to the Final Phase and a notice will be sent out notifying those contractors. The request for Final Proposal Revisions will be issued on/about 18 November 2010. Final proposals will be due on/about 8 December 2010. Oral Presentations will occur on/about 18 November 2010, with the Source Selection Decision made on/about 17 December 2010. The contract will be awarded under Source Selection procedures specified in the solicitation. Execution of a firm-fixed price contract will be contingent upon receipt of funding that is anticipated by 31 January 2011. Construction is anticipated to start in the spring of 2011. Listed below are the options included in this project: 1.Billeting rooms - Contractor shall provide a separate lump sum, firm fixed price for the addition of billeting rooms 1001, 1002, 1003, 1004, 2001, 2002, 2003, and 2004 with associated bathrooms and corridors as indicated on the drawings. 2.Static Display - Provide static display (helicopter on steel pedestal). Helicopter will be provided by COARNG and installed by Contractor. Option includes all Site/Civil, Landscaping, Structural, and Electrical work for complete installation of the Option. Option includes concrete foundation, steel support for helicopter and electric, stone pedestal is Option Item #2b. 3.Provide stone base at static display. 4.Provide Kiva and secondary walkway. Option includes all Site/Civil, Landscape, Structural, Electrical, and Plumbing work required for complete installation of the Option. 5.Provide evacuated tube system for the domestic water heating. Option includes all Site/Civil, Landscaping, Structural, Electrical, and Plumbing work required for complete installation of the Option. Portions of the underground and overhead piping and the storage tank in Billeting are included under the base contract. 6.Provide a 125 KW Photovoltaic Energy System including design, code analysis, equipment selection, permitting, installation, commissioning and inspection of a fully functioning and operational system in accordance with Section 263100 of the specifications. The system shall be capable of providing net AC peak power of at least 125 KW, 480 volt, 3-phase, 4-wire power. The system shall include all equipment, cable, conduit systems, foundations, structure and other associated site work. 7.Provide a second 125 KW Photovoltaic Energy System. 8.Provide spray polyurethane foam insulation in lieu of glass-fiber blanket insulation as indicated in Division 7 Section Thermal Insulation and where glass-fiber blanket insulation is indicated on the drawings. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $33.5 million annual receipt for the past 3 years. A Small Business subcontracting plan will be required if the offeror is a large business and must be submitted with offer. The complete solicitation package will be issued via the Web only. All contractors and subcontractors interested in this project must register at this site. No telephone requests will be accepted. For security reasons, all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the FedBizOpps in order to view or download the plans and drawings from the website.
