Description
THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE MIDDLE EAST DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The U.S. Army Corps of Engineers, Middle East District (MED) is currently performing a construction market survey in Egypt. This survey is for MEDs use in evaluating the construction market trends in the country of Egypt. This survey is strictly for MEDs internal use in evaluating the current market trends in Egypt and not for evaluating current, past, or future contracts in Egypt. This survey will be used to update MEDs current pricing guide for future construction work in Egypt. Assistance is requested to determine current labor, material and equipment costs in Egypt within eligible contractors area of expertise. The cost and pricing survey is attached with this announcement. For estimating purposes, please use the magnitude of $300,000,000 to $500,000,000 per year and a varied scope of work as the basis for your pricing. ELIGIBLE CONTRACTORS WILL BE LIMITED TO: (1) U.S. firms, or (2) Joint Ventures of U.S. and Egyptian firms. To be considered a U.S. firm, the firm must be incorporated and have had its corporate headquarters in the U.S. for a minimum of three years; shall have filed state and federal income declarations for a minimum of three corporate years within the preceding four-year period, having paid any applicable taxes determined to be due as a result of such filing; and employ U.S. citizens in key management positions. To be considered an Egyptian firm, the firm must have a minimum of 51 percent Egyptian ownership and must be an independently-owned firm. Egyptian firms which are partially or wholly-owned by or otherwise affiliated with the Government of Egypt or its agencies are ineligible. All qualified firms may express an interest in this project. The purpose of this notice is gain knowledge of potential qualified businesses concerns, both U.S. and Egyptian, capable of performing various construction projects in Egypt. Since all of the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. Interested firms are invited to express their interest by providing the name of the firm, point of contact, mailing address, telephone number, e-mail address, and DUNS number to the below points of contact. It is also requested that current cost data on the labor, material and equipment items identified in the attached cost and pricing survey be provided electronically to Ms. Alicia N. Weber at Alicia.N.Weber@usace.army.mil AND Ms. Deborah Brown at Deborah.A.Brown@usace.army.mil. Please provided the requested contact and cost information no later than 25 October 2010. Please note that a firm may express interest in the sources sought announcement by providing the requested contact information without completing the cost and pricing survey. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor does the Middle East District intend to award a contract on the basis of this request for information or otherwise pay for the information solicited.
