Description
MARKET SURVEY FOR M110 SEMI AUTOMATIC SNIPER SYSTEM (SASS) W15QKN-10-X-0468 Description: The U.S. Army, Army Contracting Command, Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000 in support of the Project Manager Soldier Weapons, is conducting a market survey to identify potential sources for the fabrication and delivery of, M110 Semi-Automatic Sniper System (SASS), NSN 1005-01-534-2841. The M110 SASS is a man portable, direct line of sight weapon system capable of providing precision 7.62mm fire on targets at a distance of up to 1000 meters. This weapon is lightweight, direct gas-operated, air-cooled, magazine-fed, shoulder-fired weapon that can be fired in semi-automatic mode. This notice is to determine if there are sources capable of manufacturing a M110 SASS which meets the requirements of MIL-PRF-32316 (AR) w/Amendment 1 dated 5 October 2009. Specifications: The M110 shall conform to the requirements of MIL-PRF-32316 (AR) dated 5 October 2009. Copies of this specification may be obtained by written notice to the point of contact listed below. Planned Acquisition: The anticipated requirement in Fiscal Year (FY) 11 is approximately 785. The anticipated requirements for FY12-FY15 are approximately 100 each for each FY for a maximum quantity of approximately 1200 SASSs for all five (5) years. The contract shall require the successful completion of a First Article Sample test, and ongoing lot acceptance tests. The First Article Sample shall be required to be submitted to the Government within 180 days after date of contract award. Monthly production deliveries shall be required to commence within 60 days after USG approval of the First Article at a rate of 75 M110 SASSs per month. Submission Information: All responsible interested sources are encouraged to submit their capabilities/qualification data. The respondent's capabilities information must demonstrate a capability for part interchangeability with previously fielded M110 Rifles. The qualification data should include information stating if a qualified design is already approved by the government and if any revisions, modifications or changes to the previously qualified design have been made since verification testing. The respondent must provide documentation listing all proposed changes and rationale for the change(s). Sources also must list source(s) of the data, and if the data was generated by independent test agencies. The respondent should include information regarding the delivery capabilities in terms of manufacturing lead time and monthly production rate. Any source proposing a non-qualified design must include the status of their design and any plans for qualification of that design. Should an RFP be issued for this action, award will be made on a best value basis under full and open competition.
