Description
The US Department of Labor, Mine Safety & Health Administration (MSHA) in Triadelphia, West Virginia has a requirement to upgrade its fire suppression system at the Approval & Certification Center located at 765 Technology Drive, Triadelphia, WV 26059. The contractor shall furnish all, labor, equipment, materials, supplies, testing, tools, training, travel and supervision required in performing all operations in conjunction with this project in strict accordance with NFPA codes and standards. This summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. The magnitude of this project is estimated between $25,000.00 to $100,000.00. The NAICS code for this procurement is 238220 with a small business standard of $14.0 million. This requirement is a small business set aside and only qualifed offerors may submit quotes. CONTRACTOR QUALIFICATIONS: All contractors shall submit with their quotation: 1) a written qualification and work experience statement and 2) references for projects satisfactorily completed within the last two (2) years, demonstrating the contractor is qualified and experienced to perform the specialized work. References must include a point of contact, telephone number, contract number, contract amount, period of performance, and a brief description of the work performed. All contractors shall submit with their quotation proof of insurance and a copy of their license to do business in the State of West Virginia. Details of workmanship shall be in accordance with the highest standards and best practices of the respective trade as recognized by respective contractor's association. Only qualified tradesmen shall be assigned to do the work required by this contract. At no time shall the work be performed by apprentices or laborers without the supervision of a journeyman or higher lever supervision. The award will be a single firm fixed price contract. Quotations must include a price breakdown of all costs involved (the items listed in paragraph 1 above) and an installation schedule. If applicable, any related travel costs (lodging, meals, mileage) must be based on the GSA per diem for Triadelphia (Ohio County) WV found on the following web site: http://www.gsa.gov/portal/content/100715. A site visit is scheduled for Monday, September 20, 2010 at 11:00 a.m. EST. Access to the Approval & Certification Center is restricted. To register to attend, please e-mail Rhonda Sizemore at Sizemore.Rhonda@dol.gov by 3:00 p.m. Friday, September 17, 2010 with your company name, address, telephone number, and name(s) of person(s) that will be attending. The site visit will be conducted by David Diegmiller. Please have available a valid federal or state issued photo identification at the site visit. Attendance of the site visit is highly encouraged to understand the full scope of work to be performed. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one award made for this requirement. Award may be made without discussions. Any questions are due by 9:00 a.m., Tuesday, September 21, 2010. Questions not received by this deadline may not be considered. All questions are to be submitted via e-mail to Contracting Officer Rhonda Sizemore at Sizemore.Rhonda@dol.gov. No telephone calls please. Answers to all questions will be posted to FBO as soon as possible after this date, but in sufficient time for final quotes to be prepared and submitted. The solicitation will close at 12:00 PM (Eastern) on Friday, September 24, 2010. Quotations must be received in the designated office by this date and time. Quotations must be e-mailed to Sizemore.Rhonda@dol.gov or mailed via U.S. Mail to Rhonda Sizemore, USDOL-MSHA, at 1301 Airport Road, Beaver, WV, 25813. No faxed quotes will be accepted. No Vista or Zip files can be opened. Files must be either PDF or compatible with Microsoft Word and/or Excel 2003. Prospective contractors must be registered in the Central Contractors Registration (CCR) database and Online Representations and Certifications Application (ORCA) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA databases will render the contractor ineligible for award. Registration requires applicants to have a DUNS number.
