- SF-1449 - LARUE STEALTH UPPER This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number DJMS-10-R-0276 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. The applicable North American Industry Classification System (NAICS) code is 332993. The small business size standard is $1.0M average annual receipts. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13. This procurement is 100% set aside for small business concerns. The USMS anticipates award of a firm-fixed-price purchase order. The anticipated award date is on or about September 24, 2010. CLIN 0001: Brand Name or Equal - LARUE 14.5" Stealth Upper with 10" rail handguard - Upper CNC-machined from billet 7075-T6 Black Anodize -Type 3 Hard Free Float 10" Handguard with anti-rotation locking device Quad Picatinny Rails, low profile gas block, SS Barrel Nut. Barrel: 14.5" in length, 1/8 polygonal rifling, non chrome lined, LW-50 stainless steel, Wylde chambered with an Ion Bond Coating. The following FAR Subpart 12 provisions and clauses: FAR 52.212-1, Instructions to Offerors incorporated by reference. ADDENDUM to FAR 52.212-1, Instruction to Offerors PROPOSAL SUBMISSION REQUIREMENTS: Offers shall submit their offers via email to Malinda Joyner, Contracting Officer, at Malinda.Joyner@usdoj.gov not later than 5:00pm (EST) on September 22, 2010. No information or questions concerning this Request for Quote (RFQ) or requests for clarifications will be provided in response to telephone calls from prospective offerors. Formal communications such as requests for clarification and/or information or questions concerning this RFQ should be in writing and emailed to the following: Malinda Joyner Contracting Officer Malinda.Joyner@usdoj.gov Written inquires will be answered in writing via amendment, however, because of the response time, no such inquiries will be considered if received after September 21, 2010 at 09:00 am (EST). Quotes shall be submitted as follows: Part 1 - Price CLIN 0001: LARUE 14.5" Stealth Upper with 10" rail handguard - Upper CNC-machined from billet 7075-T6 Black Anodize -Type 3 Hard Free Float 10" Handguard with anti-rotation locking device Quad Picatinny Rails, low profile gas block, SS Barrel Nut. Part 2 - Technical literature including warranty information of the product offered. Part 3 - A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, should be included with the offer. 52.212-2 Evaluation-Commercial Items. (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors (listed in descending order of importance) shall be used to evaluate offers: Factor 1 - Price: Price will be evaluated for reasonableness and completeness. This factor shall be judged on the degree to which the proposed price is fair and reasonable. Factor 2 - Technical: Offers will be evaluated to determine if the product offered meets the technical requirements as stated above. Basis of award will be lowest price technically acceptable (LPTA).
