- RFQ. Please complete and return. Statement of Work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-10-T-0049 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43, effective 02 Aug 2010. This acquisition is a 100% small business set-aside. The NAICS code is 423410 and the size standard is 500 employees. McConnell AFB, KS plans to acquire the following items: Line Item Description (Brand Name or Equal) Qty Unit 0001 In-Car Camera (14 Each) Digital Ally, DVM500 Plus Assembly Part # 001-0550-10 Requirements: - Universal vehicle mount - 12-18V DC. - Main camera must have minimum of 769x484 pixels - 470 lines resolution -10x optical zoom -12x digital zoom -Total 120x zoom -External camera 1 LUX Standard Mode -1 LUX Low Light (Night) Mode -Monitor display w/1000 Nits -Rear facing internal surveillance camera w/IR LED -Minimum 4 GB CF flash card memory module -Internal microphone with integrated GPS receiver and antenna 0002 Freight 1 (Lump Sum) (If Applicable) 0003 Installation Charges (14 Each) The item must be delivered within 60 days of receiving the order to the 22d Civil Engineering Squadron (22 CES/COFA) 53000 Hutchinson St. Bldg 1200 (Fire Station) McConnell AFB, KS 67221. Award will be made to the Offeror whose proposal is determined to be the lowest price technically acceptable and/or considered most advantageous to the government. The following provisions in their latest editions apply to this solicitation: FAR 52.203-3, Gratuities. The Government intends to award on an all or none basis to a responsible Offeror whose offer conforms to the solicitation. Offeror shall include in their offer a copy of the Description of Items or Services showing the bid prices being offered. This is to ensure accurate price per each item as described in the quantity as requested. The Offeror shall view and print a copy of the solicitation as it appears in the attached documents to the solicitation as posted on the FedBizOpps Website to ensure complete knowledge and understanding of the solicitation with terms and conditions. AFFARS 5352.201-9101, Ombudsman (10 Aug 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offertory, potential offertory, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
