- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Section 4202 of the Clinger-Cohen Act of 1996. Additionally, the acquisition is being procured in accordance with 10 U.S.C. 2304 (c)(1) and FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W6-10-R-0011 and is issued as a request for proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-43. The applicable North American Industry Classification Standard (NAICS) code is 611512. The small business size standard is $25.5 million. The objective of this acquisition is to acquire the following Mi-8/17 services: pilot qualification flight training, maintenance training, maintenance test pilot flight training, flight engineer training, operational training support, aircraft equipment support services for ground and flight prototyping efforts, and night-vision-goggle compatibility technical support. Training services must include certified instructor pilots, a certified program of instruction, operators manual, and diplomas/certificates of completion. In addition, interested parties must be able to provide all training and support within the continental United States and must submit with their proposal a copy of their program of instruction. Specifications, plans or drawings relating to this procurement described are not available and cannot be furnished by the Government. The U.S. Army Aviation Applied Technology Directorate (AATD) anticipates the award of a new sole source Indefinite Delivery, Indefinite Quantity (IDIQ) firm-fixed price contract to Vertol Systems Company, Inc., located 1001 Airport Road, Destin, FL 32541-2895. Vertol Systems Company is the only known source capable of meeting the Governments requirements due to the fact that they are the only firm that exists in CONUS that has qualified instructor pilots and FAA certified Mi-8 (and variants) aircraft. The estimated value/ceiling of the IDIQ contract is $5,365,405 for two (2) years. The minimum order will be $300,000, which will be obligated on the first task order concurrent with the award of the master contract. No options are included in this acquisition. Proposals must be submitted in accordance with the attached statement of works and must be presented with the following structure: CLIN 0001: Pilot Qualification Flight Training per Attachment 1; CLIN 0002: Pilot Qualification Flight Training per Attachment 2; CLIN 0003: Maintenance Training per Attachment 1; CLIN 0004: Maintenance Training per Attachment 2; CLIN 0005: Maintenance Test Pilot Flight Training per Attachment 1; CLIN 0006: Maintenance Test Pilot Flight Training per Attachment 2; CLIN 0007: Flight Engineer Training per Attachment 1; CLIN 0008: Operational Training Support per Attachment 1; CLIN 0009: Ground Utilization of Aircraft per Attachment 1; CLIN 0010: Flight Utilization of Aircraft per Attachment 1; and CLIN 0011: Night Vision Goggle Compatibility Technical Support per Attachment 1. All CLINs must be FFP; however, costs for CLINs 0001 through 0007 must be given per person and costs for CLINs 0008 through 0011 must be given per hour. FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. Also in accordance with the clause, all prospective offerors must be actively registered in the Central Contractor Registration prior to award.
