- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-10-T-0210. This acquisition is issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-43. (iv) This acquisition is set-aside for Small Business. The associated NAICS code is 333315. The small business size standard is 500 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 SHORT-WAVE INFRARED CAMERA IN ACCORDANCE WITH SALIENT CHARACTERISTICS, QUANTITY OF ONE, UNIT OF ISSUE EACH CLIN 0002 LONG-WAVE INFRARED CAMERA IN ACCORDANCE WITH SALIENT CHARACTERISTICS, QUANTITY OF ONE, UNIT OF ISSUE EACH CLIN 0003 LONG-WAVE INFRARED LENS, 100 MM FOCAL LENGTH IN ACCORDANCE WITH SALIENT CHARACTERISTICS, QUANTITY OF ONE, UNIT OF ISSUE EACH CLIN 0004 LONG-WAVE INFRARED LENS, 50 MM FOCAL LENGTH IN ACCORDANCE WITH SALIENT CHARACTERISTICS, QUANTITY OF ONE, UNIT OF ISSUE EACH CLIN 0005 COLD FILTER WHEEL FOR LONG-WAVE INFRARED CAMERA IN ACCORDANCE WITH SALIENT CHARACTERISTICS, QUANTITY OF ONE, UNIT OF ISSUE EACH (vi) Description of requirements: Salient Characteristics Infrared Cameras and Lenses This document describes the requirements of the Army Research Laboratory (ARL) for the procurement of infrared (IR) camera systems and lenses. Two cameras are required; one that is spectrally responsive in the short wave infrared (SWIR) region and one that is spectrally responsive in the long-wave infrared (LWIR) region. Lenses are required for the LWIR camera. The requirements for each camera and the LWIR lenses are described in further detail below. The SWIR Camera shall meet the following requirements: 1.System spectral response from a starting wavelength of 0.9 micrometers (m) or shorter to an ending wavelength of 1.7 m or longer, at the 50% response points. 2.The detectors shall have a quantum efficiency of at least 65% from 1 m to 1.6 m. 3.The detectors shall have a fill factor of at least 99%. 4.Focal Plane Array (FPA) shall have a resolution of 640 by 512 pixels or greater and the pixel dimensions shall not exceed 25 m in either dimension (pixel width or height). 5.The camera shall have an operability of at least 99% of the pixels. 6.The camera shall possess a 14-bit Camera Link digital output. 7.The camera configuration shall have female C-mount threads so that it can be operated with standard C-mount lenses. 8.The camera shall operate with snapshot type integration with variable integration time. 9.The camera shall possess sub-windowing operation (operation at less than 640 by 512 pixels) capability. 10.The camera shall have a output frame rate of 100 frames per second (FPS) or greater at a window size of 640 by 512 pixels. 11.The camera shall include anti-blooming protection features. 12.The camera shall include a buffered analog video output compatible with RS-170 format video. LWIR Camera: 1.The LWIR camera shall have a system spectral response from a beginning wavelength of 8 m or shorter to an ending wavelength of 9.5 m or longer, at the 50% response points. 2.The camera shall have a cooled FPA that is cooled with either Liquid Nitrogen (LN2) or a closed-cycle Stirling cooler. 3.The FPA shall have a minimum resolution of 128 by 128 pixels and the pixel dimensions shall not exceed 40 m in either dimension (pixel width or height). 4.The camera shall have an operability of at least 99% of the pixels. 5.The camera shall possess a 14-bit Camera Link digital output. 6.The camera shall possess internal cold stop apertures that can be changed by the user and configure the cameras f-number to f/2.3 and f/4. The cold stop apertures shall provide a capability to hold cooled optical filters in front of the FPA. 7.The camera shall have the capability to accept standard twist-lock bayonet mount lenses. 8.The camera shall operate with snapshot type integration and the integration time shall be variable. 9.The camera shall possess sub-FPA windowing operation capability. 10.The camera shall have an output frame rate of 1200 FPS or greater at a window size of 128 by 128 pixels. 11.The camera shall have the capability to perform time-stamping of the individual frames with IRIG-B data. 12.The camera shall include a cold filter wheel assembly that allows the user to insert at least three 1-inch diameter filters in the wheel, with the filters in contact with a cold finger from the cameras cooling mechanism. LWIR Lenses: "50 mm focal length lens 1.The lens shall have a transmission of at least 85% across the 8 to 12 m spectral region. 2.The lens shall have a focal length of 50 millimeters (mm). 3.The lens shall mount to the camera via the standard twist-lock bayonet mount. 4.The lens shall have a f-number of f/2.3 or faster (lower). 5.The lenses shall have a back working distance (BWD) of 25 mm or greater. 6.The lenses shall create a diagonal image size of 17 mm or larger at the image plane. "100 mm focal length lens 1.The lens shall have a transmission of at least 85% across the 8 to 12 m spectral region. 2.The lens shall have a focal length of 100 mm. 3.The lens shall mount to the camera via the standard twist-lock bayonet mount. 4.The lens shall have a f-number of f/2.3 or faster (lower). 5.The lenses shall have a back working distance (BWD) of 25 mm or greater. 6.The lenses shall create a diagonal image size of 17 mm or larger at the image plane. (vii) Delivery is required by ASAP. Delivery shall be made to US ARMY RESEARCH LABORATORY SHIPPING AND RECEIVING BUILDING WSMR WHITE SANDS MISSILE RANGE, NM 88002-5501. Acceptance shall be performed at the same location. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: none. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include 2 records of sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause NONE.
