Attachment J-10 (Detailed Labor Rate Prices) Attachment J-10 (Detailed Labor Rate Prices) Attachment J-1 (Pricing Tables) SF33 The National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) invites all responsible offerors to submit offers to be considered for the Chief Information Officer – Solutions and Partners 3 (CIO-SP3) Government-wide Acquisition Contract (GWAC). Interested offerors are required to submit their proposals electronically via AcquTrak, a secure web-based portal in the format specified in the solicitation. The Uniform Resource Locator (URL) for this site is https://acqutrak.noblis.org/cio-sp3Proposals. Offerors must be registered users in AcquTrak in order to submit proposals or questions. In order to register in AcquTrak, offerors will be required to provide their Data Universal Numbering System (DUNS) number. Without the DUNS number, an offeror will not be able to register. Directions for navigating this website are contained in a User Guide located at the Help Support link on the Navigator button. Technical issues with the site and/or with proposal submission should be addressed to the Help Desk link located within the site. Offerors are advised to allow enough time for submitting their proposals via this website, and to allow sufficient time to become familiar with the site and with the procedures for submitting their proposal. As such, no new registrations will be accepted in AcquTrak after 5:00pm, EST, November 18, 2010. If a prospective offeror does not register before that time, the offeror will not be able to submit a proposal. However, proposals will not be accepted in AcquTrak until the end date for submitting questions, which is 5:00 pm, EST, October 5, 2010. The CIO-SP3 Procuring Contracting Officer (PCO) is the sole point of contact for this procurement. As stated above, offerors shall address questions or concerns to the PCO through AcquTrak at https://acqutrak.noblis.org/cio-sp3Proposals.
