Credentials of Religious Services Contractor NCIC Form Combined Solicitation/Synopsis Roman Catholic Priest General Requirements: The Federal Bureau of Prisons, Federal Medical Center Devens, located at 42 Patton Road, Ayer, MA 01432 is soliciting for the acquisition of an Roman Catholic Priest. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is unrestricted. This combined synopsis/solicitation document incorporates clauses and provisions in effect through Federal Acquisition Circular FAC 2005-44. Description of Services to be Performed: Services of a professional, ordained Catholic Priest(s) to perform Catholic services for the Religious Services Department at the Federal Medical Center and at the Federal Medical Center Camp. This will include conducting Sunday Catholic Mass on a weekly basis, hearing confessions by Catholic inmates, and conducting Catholic Mass on Special Holy Days of Obligation according to the Catholic Religious Calendar. General Topics for Roman Catholic Contractors: 1. Articles of Faith (Nicene and Apostles Creed) 2. Catholic Morality 3. Sacraments 4. Days of Obligation and Sunday Worship 5. Understanding Sacred Scripture 6. Annual Lectionary Readings 7. Christian Living 8. The Place of Devotion in the Life of Catholics 9. Seasons of the Church Year 10. Veneration of Saints 11. Adoration Reserved for God Alone 12. Celebration of the Eucharist (ritual practices) 13. Ecumenism 14. Understanding Sin 15. Reconciliation 16. The Role of the Family in Catholic Life 17. Spirituality 18. The Disciplines of the Church (Fasting, etc.) 19. Sacramentals 20. Catholic Social Teachings Place of Performance: Services will be performed at the Federal Medical Center, 42 Patton Road, Devens, Massachusetts, 01432. Schedule of Services: The contractor is expected to participate in institution scheduled Catholic Mass, on a mutually agreeable basis, each week. Each visit will be approximately two sessions, and not to exceed two sessions. A session is defined as one hour. Qualifications: Respondent must: 1. Provide an Ordained Catholic Priest. Additional Requirements: All quoters must provide the following with their quote. 1. Completed attached form "Credentials of Religious Services Contractor". 2. List two personal references. 3. One letter of endorsement from your local religious organization. All information provided will be reviewed by BOP staff. Quoters may be required to submit additional documents for review and/or be interviewed by BOP staff. Quoters failing to submit any of the required documents or participate in an interview (if required) will be removed from further consideration for award. Quoters providing unfavorable responses to the credentials form, or in the interview, may be ineligible for award. Period of Contract: The period of contract will be from date of award through two years (24 months). Institution Security: The contractor must qualify for entry into the facility. The contractor will not have a need for general movement around the facility. The contractor will adhere to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. The contractor shall attend an orientation program prior to assuming institution involvement. Reimbursement to the incumbent of time spent in Institution Security Orientation or other periodic security related training will be at the contract rate, prorated hourly. The following investigative procedures will be applied and appropriate forms completed before an individual is permitted inside the institution: National Crime Information Center (NCIC) Check DOJ-99 (Name Check) FC-258 (Fingerprint Check) Law Enforcement Agency Checks Vouchering of employers over the past five years Resume/Personal Qualifications OPM-329-A (Authority for Release of Information) Completed Contractor Pre-Employment Form National Agency Check and Inquires (NACI) Check (if application); and Urinalysis (If the test is positive the contractor shall be disqualified from being awarded the contract).
