Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION DUE TO SOLE SOURCE REQUIREMENT 1. REQUIRING ACTIVITY: Engineering, VA Sioux Falls, SD 2. CONTRACTING ACTIVITY: Sioux Falls VA Medical Center Contracting 3. PROPOSED ACTION: Sole Source procurement of the Automatic Facility Lock down Project 4. DESCRIPTION OF REQUIREMENT: Provide all required equipment and labor for the installation of delayed egress locking hardware and door monitoring equipment at the selected doors as indicated within the statement of work. The selection of delayed egress locking hardware is optional and may vary based upon the current door setup, however it must integrate into the existing fire alarm system (Johnson Controls IFC-2020) for release during general fire alarm conditions in addition to integrating into the existing security management system (Johnson Controls P2000 SMS) for facility lockdown and security breach control. Door monitoring equipment may vary per door but must integrate into the existing security management system. Provide all required equipment and labor to expand the existing security management system while integrating the equipment as listed above. Provide the equipment and labor for the installation of one system lockdown switch, at the location indicated within, to integrate into the existing security management system for facility lockdown and security breach control. Provide and install all cabling as required between each field device and the designated panel locations (TBD). Also provide cabling for the future use of proximity card readers and request-to-exit motion sensors at the selected door locations. All security panels must be linked to the emergency power infrastructure. 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: FAR 6.302-5 "Authorized by Statute" 6. NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: VA Veterans First Programper P.L. 109-461 7. DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: VA Medical Center Sioux Falls, Sioux Falls, SD has determined thru market research and past solicitations that the sole source use of Red Wilk Construction for the project "Automatic Facility Lock Down Project" using Public Law 109 is in the best interests of the facility. Funding is presently available in NRM to fulfill this project. The funding must be spent this fiscal year and this project is a priority to get awarded before the end of the fiscal year. Dakota Latitudes has done numerous projects at this facility and is familiar with the specialty nature of this project. The estimated contract amount is estimated at $185,000. Due to the small dollar value and need status it is in the best interest of the government to sole source this procurement to a contractor who has done numerous jobs at the facility. We should be able to determine fair and reasonable pricing using inflation indexes and current Davis Bacon rates. Our review of the previous work was satisfactory and we are confident this project will be completed without problems. VAMC Sioux Falls currently has several SDVOSB's in the region showing interest in VA requirements. We have several projects at this time, and are trying to award contracts best fitted to the experience/abilities of each SDVOSB. VAMC Sioux Falls intends to continue supporting veteran owned business entities with the authorities granted under PL 109. Sole sourcing this project in an effort to build vendor capability in the area so that future requirements may be satisfied entirely within the area of veteran owned business. 8. CUSTOMER'S SUBMISSION OF PRICE ANALYSIS: Independent government estimate is $185,000.00 10.LISTING OF ANY SOURCES (IF ANY) THAT HAVE EXPRESSED AN INTEREST IN THIS REQUIREMENT: Sole Source notification will be published in FBO. 11. FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: Sole source awards are made to SDVOSB in our area.
