Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A NOTICE FOR A COMBINED SYNOPSIS/SOLICITATION. This notice is issued by the National Ground Intelligence Center (NGIC) to announce the issuance of solicitation W911W5-10-R-0008 for Foreign Materiel Exploitation services. This notice and the attachment herein serve as both a synopsis/solicitation and Request for Proposal (RFP). Responders are advised that the U.S. Government will not pay any cost incurred in response to this combined synopsis/solicitation and all costs associated with responding will be solely at the interested parties' expense. The formal solicitation is issued via the Army Single Face to Industry (ASFI) Acquisition Business Web Site (https://acquisition.army.mil/asfi/) and posted on the Federal Business Opportunities (https: //www.fbo.gov) web site. It is the responsibility of potential offerors to monitor these websites for any updates or changes. 1) Description: NGIC is seeking sources capable of performing the requirement for offsite technical support to NGICs Foreign Materiel Directorate, Foreign Materiel Division to analyze and exploit foreign manufactured military related hardware in order to obtain intelligence information and operational data to support research and development (R&D), test and evaluation (T&E), scientific and technical intelligence (S&TI), and war fighter contingency missions and training. Areas of responsibility including technical support, capabilities, and facilities for the exploitation of equipment in three broad areas: a) foreign battlefield communications and non-communications electronic equipment and associated items; b) foreign battlefield electro-optical devices, lasers and associated items; and, c) foreign camouflage, concealment, and deception (CC&D) equipment and associated items. During the contract period, NGIC personnel will identify Foreign Materiel tasks and the Contracting Office will negotiate and issue individual delivery orders to the Contractor to complete them. Areas of responsibility including technical support, capabilities, and facilities for the exploitation of equipment in three broad areas: a. Foreign battlefield communications and non-communications electronic equipment and associated items. b. Foreign battlefield electro-optical devices, lasers and associated items; and, c. Foreign camouflage, concealment, and deception (CC&D) equipment and associated items. Additionally, the contract will allow basic research into advanced electronic, electro-optic, and CC&D technologies. Based upon these technical, engineering, and analytical examinations, the contractor shall prepare technical reports, and regular status reports. Such reports may include results of test measurements, engineering judgments, technology assessments, and conclusions of devices operability and/or operational effectiveness. Results are usually held at the SECRET level. Sources must be able to work at the SECRET//Sensitive Compartmented Information level, must comply with security requirements as set forth in the Contract Security Classification Specification (DD Form 254), and must possess the appropriate certificates that allow for the handling of hazardous and toxic materials. 2) The Performance Work Statement (PWS) for this requirement is classified as SECRET and firms will be required to have a facility clearance and access to classified information. The PWS is not subject to the Freedom of Information Act (FOIA). Proof of clearances must be submitted and verified before release of the PWS. SIPRnet access is NOT required to view the PWS. A section of the PWS is classified as NOFORN. Distribution to non-US citizens is prohibited, regardless of their clearance or access permissions. Verification of US Citizenship will be required prior to the release of that section. Firms must submit the following information to the NGIC Contracting Office via e-mail at NGICContracting@mi.army.mil, larry.lapp@mi.army.mil and jessica.winn@mi.army.mil: a.Name of Contractor/Company/Firm b.Point of Contact/Contractors representative (US citizen only) c.Copy of POC documentation of US citizenship d.Cage Code e.Contractors address f.Contractors phone number g.Contractors NIPRnet e-mail address The contracting office with distribute the classified PWS upon request after verification of the information outlined in sections a-g above. Once the firms cage code has been verified in the Army Contractor Automated Verification System (ACAVS) contractors will be eligible to receive the classified PWS via registered mail or certified courier. Please be advised that the ACAVS verification process may take 3-5 days and the registered mail or certified courier process may take 3-5 days. Contractors are encouraged to request a copy of the PWS and provided all required information as early as possible to expedite the verification process. 3) Prospective sources must possess a current NRC license for TYPE A Broad Scope and Special Nuclear Material of Less Than Critical Mass Quantities and personnel who are properly trained and certified in the handling of hazardous materials. 4) Prospective sources, possessing the qualifications, capability, and experience to respond to this synopsis are to submit proposals in response to the attached RFP/solicitation. 5) Additional Information: a. The Foreign Materiel Exploitation services contract will be a cost-plus-fixed-fee (CPFF) indefinite-quantity-indefinite-delivery (IDIQ) type contract, consisting of a base year and four option years. The period of performance for the base year is 365 days, and estimated as 01 Nov 2010 - 31 Oct 2011 pending date of contract award. This is a follow-on effort to the current contract, W911W5-06-D-0001. The Government anticipates subcontracting support under the Foreign Materiel Exploitation services contract and partnering is encouraged. b. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award of solicitations issued after 31 May 1998. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. Every solicitation issued after 31 May 1998 must include the clause at DFARS 252.204-7004 entitled Required Central Contractor Registration. c. The RFP/solicitation is attached to the notice as a Standard Form 33 (SF33). It is the responsibility of potential offerors to monitor the AFSI and FBO websites for any updates or changes. d. Hard copies of the RFP will NOT be provided; however, you may download and print the file from the website. e. There is no fee for this RFP. f. A registration page will be attached to the RFP posted on the Federal Business Opportunities website. You are not required to register; however, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation. g. Contractors shall provide a signed copy of the SF33/SF18/SF1449 by the proposal closing date specified in the RFP. There will not be a public bid opening. h. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED and completely separated. Be advised that no submissions will be returned. i. Responses to the RFP may be evaluated by other than Government technical experts. The program office has contracted for various non-governments, scientific, engineering, technical and administrative staff support services, some of which require contractors to access proprietary information submitted by other contractors. All non-government contractor support personnel have signed and are bound by the appropriate non-disclosure agreements and organizational conflict of interest statements. The Government may also use these selected support contractor personnel as technical advisors in the evaluation of submissions. Non-government staff support personnel will not have access to documents that are labeled by the offerors as Government Access Only. j. Contractor must provide one (1) original sealed offer AND three (3) sealed copies. The government will accept classified proposals. Classified proposals should be mailed via Federal Express or USPS mail service to the following address: National Ground Intelligence Center ATTN: IANG-PEM-LOC/ MS 204 Jessica Winn 2055 Boulders Road Charlottesville, VA 22911-8318 All proposals are due Monday, 18 October 2010 at 2:00PM. NOTE: Hand delivered proposals will NOT be accepted. Due to security procedures, all mail sent to the address provided above must first be processed and scanned at another location prior to entering the National Ground Intelligence Center facility. The U.S. Postal service and other delivery services reroute all mail to the alternate location (1108 Seminole Trail, Suite 395, Charlottesville, VA 22901) for processing, therefore, no proposals can be hand-delivered to the address provided. This additional screening process should be factored in to delivery timeframes to ensure packages are received prior to 2:00pm on Monday, 18 October. 6) Questions: Submit questions to Larry Lapp, Acquisition Support, at larry.lapp@mi.army.mil and Jessica Winn, Contracting Officer, at jessica.winn@mi.army.mil on or before 3:00 PM (local Eastern Time) on Friday, September 24, 2010.
