Description
Solicitation D11PS30177 requests proposals for exclusive use flight services consisting of five multi-engine, turbine-powered small light utility aircraft (historically Twin Otters) and up to two multi-engine, turbine-powered medium utility aircraft (historically Turbine DCs-3 Basler's), to support the National Science Foundation (NSF) Office of Polar Programs (OPP) requirements primarily in Antarctica with limited work in the Arctic. The intent of this contract is to obtain flight services utilizing fully-functional aircraft equipped to meet specifications, operated and maintained by qualified personnel, for the National Science Foundation (NSF) in support of the research activities of the United States Antarctic Program (USAP), and NSF's Arctic Program. The primary role for the aircraft in both theaters of operation will be for utility transportation services, ferrying personnel and materials to remote, often unprepared, field locations. However, at least one of the aircraft will be configured with a downward-looking port, wing hard-points and in-wing cable raceways to allow the aircraft to be used for remote sensing activities to include aerogeophysical surveys, aerial photography, light detection and ranging (LIDAR) and remote digital mapping, and the operation of ice-penetrating radar systems.Contractors must possess a Federal Aviation Administration (FAA) certificates issued under 14 CFR Part 135 or provide proof of foreign equivalency. Aircraft offered must also be carried on the Contractor's list required by 14 CFR Part 135.63 or Operations Specifications Part D, 'Aircraft Listing,' as appropriate. The contract period will be from the June 1, 2011 through May 31, 2012 for the first year with options to renew for four additional years. The Government anticipates holding a job walk in early November in Antarctica for those operators that are interested in submitting a proposal in response to the solicitation. Offeror's interested in the job walk will be limited to two participants and will be responsible for the cost associated with travel to Antarctica. The anticipated date for issuance of the solicitation is October 4, 2010. Solicitation information will be available through the fedbizopps site (found under Department of the Interior, Office of the Secretary, NBC, Aviation Management Headquarters, Boise, ID) and at http://amd.nbc.gov under Current Solicitations. This solicitation is not set-aside for small business concerns. AFTER READING THE SOLICITATION, questions may be directed to Michael McFarlane, 208-433-5027, Michael_mcfarlane@nbc.gov.
