- Dynamic Weight Bearing System. This is a Combined Synopsis/Solicitation, refer to solicitation number VA-263-10-PQ-0590, entitled "Dynamic Weight Bearing System" (incapacitance test for mice and rats). This document is prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation of Commercial Items and incorporates provisions and clauses in effect through FAR FAC-44 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A SEPARATE WRITTEN REQUEST FOR QUOTATIONS DOCUMENT WILL NOT BE ISSUED. The VA will conduct this procurement in accordance with a combination of FAR Parts 12 and 13. The North American Industry Classification (NAICS) Code that applies is 339112 and the small business size standard is 100 employees. Contractors are requested to submit a written technical proposal and a separate cost proposal in response to the requirements listed below. A firm-fixed price contract is anticipated. Proposal may be submitted on company letterhead or company bid proposal form. All offers submitted must contain the signature of a person authorized by the company to submit proposals. NOTE: The offeror MUST ADDRESS ALL ITEMS listed below in the VA's requirements, by submitting, in a separate technical proposal, an explanation of how the system and products that are proposed will meet each of the VA's minimum requirements. The Contractor's price and technical proposal must contain the name; title and signature of a person authorized to submit proposals/bids on behalf of the contractor. Descriptive literature for equipment offered must also be included in the proposal package. Requirement: The Minneapolis VA Health Care System, One Veterans Drive, Minneapolis MN, 55417, has a requirement for a "Dynamical Weight Test" system (incapacitance test for mice and rats) bearing dual video camera, including software, boom stand, mice cage, mice sensor, rat cage, rat sensor and electronic interface; installation and training, pre-set up with pc laptop and must be capable of providing the following: 1.A floor instrument cage allowing to measure independently the weight bore by each limb of a free moving animal. 2.The system accuracy and resolution are insured via a metrological calibration performed prior to the data capture 3.During the data capture, the raw datas for each paw are synchronized with the images from a video camera and the average values are encrypted and recorded on a PC (via a USB link) with a sampling rate of 10 Hz. 4.Analysis and replay can be performed on site or remotely. 5.During the analysis and replay, the operator can check and secure each limb for recognition. 6.The weight distribution of the animal, per limb, is then shown in the result window, for each time period with the mean and the variation coefficient. 7.PC: To be fluid, the DWB acquisition software needs to be run on a powerful PC. This can be either a portable PC, but requires at least 2 USB2 ports, 3 to 4 Go of RAM memory, processor Dual Core and PC operating system. 8.Contract shall offer installation and training (1 day) 9.Pre-Setup laptop with drivers and software 10.Rat sensor 11.Mouse sensor 12.Contract shall offer a customer service hotline, 24 hours, and 7 days a week. 13.Overall dimensions (approximately) (L x W x H cm) for mice: 17 x 17 x 22; for rats: 30 x 30 x35 14.Weight kg: for mice: 1 kg; for rats: 2.5 kg 15.Power supply: from PC USB port 16.Animal Cage Internal dimensions (approximately) ( L x W x H cm) for mice: 11 x 11 x 22; for rats: 22 x 22 x 30 17.Sensor Accuracy/Resolution/range (in gram): for mice: 1 / 0.2/15-50; for rats: 3/0.8/150-500 18.Delivered with: cage, 1 sensor, usb interface, webcam, software DynInc or equal. 19.Wearing part: Sensor 20.Materials: Cage: Floor Grey ppc; Walls & Top cover: Transparent ppc 21.Software DynInc or equal: Able to measure the weight bore on each limb, average. Raw datas encrypted (gip) and recorded with sampling rate = 10Hz with video recording (synchronous). Replay: at any time. Results:.xls type, presented per limb & time period, mean & variation coefficient 22.Software requirement: PC 2 GO Ram, fast processor, PC operating system, 3x USB port, supplied with : interface, webcam, mini usb cable 23.Option: Extra sensor CONTRACTOR'S PROPOSAL MUST INCLUDE: (1) a Technical Proposal addressing each requirement listed above; (2) a Price Proposal with all stock numbers and a cost per item; (3) Descriptive Literature, also include FSS contract if applicable; (4) three references including names and telephone numbers; (5) a completed copy of provisions 52.212-3 Offeror Representations and Certifications or copy of ORCA registration; (6) Provide the FOB point and shipping charges (if applicable); (7) Address time frames associated with, delivery time after receipt of an order, installation and training. (8) Prompt payment terms (9) Equipment Warranty. Evaluation of proposals will include the following evaluation factors: (a) The technical capability of products offered to meet the government's requirements as listed above (b) contractor's reputation in the trade and past performance history (c) price. Award will be made to the offeror determined to offer the "best value to the Government. Technical capability and past performance, when combined, will be weighted significantly higher than price. Evaluation may be made with or without discussion with the offerors. All responsible sources that can meet the requirements and provide the items as listed above, may respond to his solicitation by submitting cost and technical proposals on their company letterhead or bid form.
