Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-45. (iii) This solicitation is a total small business set-aside, NAICS 334220, Radio Television Broadcasting and Wireless Communications Equipment Manufacturing, with a small business size standard of 750. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service is seeking a qualified contractor to replace components to achieve a properly working Travelers Information System according to the attached Statement of Work.(v) LOCATION: Lowell National Historical Park, 220 Aiken Street, Lowell, MA 01853(vi) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful delivery, installation, and acceptance.(vii)DOCUMENTS TO BE INCLUDED IN QUOTE: a.Detailed specifications including all descriptive and technical literature to be used during this project.b.A firm fixed price quote, using the attached bid schedule.c.Three (3) references of the proposed services within the past five years.d.Proof of DUNS # and CCR Registration.e.Name, phone number, and address of your point of contact. (viii) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. (ix) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(x) FAR provisions/clauses listed below apply. Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website. The government reserves the right to cancel this solicitation. The due date and time is 10:00am ET on Wednesday, September 22, 2010. Statement of WorkThe work consists of replacing the following listed components of the existing Travelers Information Station with new components and any other necessary components to achieve a properly working Travers Information System. The existing portion of the Travelers Information System will remain and be reused and is listed below. The work will consist of all labor and materials to install the components on site as well any necessary initial startup procedures and testing to ensure a complete and properly working Travelers Information System. Work does not include any improvements to the radial ground system or electrical system.Any improvements to either the grounding system or the electrical system that may be necessary will be the responsibility of the Lowell National Historical Park.Existing equipment to remain and to be used. Utility Pole100 amp 120/240 volt electrical service for A/C powerWeather proof enclosurePhone lineExisting components to be replacedDigital Recorder / PlayerTransmitterAntenna 4.0 Performance Requirements : The digital message recorder shall have the ability to create, store and repeat messages for broadcast on site using a micro phone as well as remotely via a phone line. The digital message recorder shall have the capability to create up to a fifty message play list for convenient retrieval as needed and a recording time of thee hours. The transmitter has the capabilities to transmit a clear signal from a T.I S. station over terrain for a minimum of two and one half miles. The antenna shall be of the type that can be mounted on a utility pole at a stand alone site and have the capability to be mechanically tuned. All the work shall be performed and the equipment be installed in accordance with the latest versions of the F.C.C. Regulations 90.242 and any other F.C.C. regulations that apply to the Installation of a T.I.S. National Electrical Code Mass. Electrical Code All components supplied and installed by the Vender shall work effectively together as one unit to make a functioning Travels Information Station to the above mentioned descriptions.
