- Vehicles in Operation (VIO) Data Run Requirement The National Highway Traffic Safety Administration (NHTSA) intends to issue a Full and Open Competition procurement. NHTSA has a requirement for Vehicles in Operation (VIO) Data Run Request. DATA DESCRIPTION Vehicles in Operation (VIO) - pull 240 million passenger car and light truck VIN records. Source mileage data. Append odometer mileages to VIN records. Extract all VINs with mileage records. Extract 200 - 2007 model year VIN records that contain mileage - 37 million VIN records with mileage exist for these requested model years. Group all 37 million VIN records into Polk 25-position make/model vehicle description codes. Calculate average mileage for vehicles included in each Polk 25-position make/model code. DATA OUTPUT DISPLAY Display Polk 25-position make/model vehicle description code. Display average odometer mileage reading in miles for each Polk make/model code. Data to be delivered in accordance with latest DOT data security standards. To be available by November 30, 2010. The North American Industry Classification System (NAICS) code for this acquisition is 518210, 518210, Data Processing, Hosting and Related Services. NHTSA intends to award a Simplified Acquisition Award, in accordance with FAR 13.106, Simplified Acquisition Procedures. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award during performance. The final Similfied Acquisition Procurement Award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation number for this requirement is DTNH22-10-Q-00105 and will be available for downloading from FedBizOpps.gov on or about September 20, 2010. All questions regarding this synopsis must be submitted in writing via e-mail to NHTSAOAM@dot.gov no later than September 24, 2010 by 12:00 PM EST.
