- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORAMTION PURPOSES ONLY UNDER THE NATIONAL LIBRARY OF MEDICINES (NLM) American Recovery and Reinvestment Act (ARRA) Project. In accordance with FAR Part 5.7, Publicizing Requirements Under the American Recovery and Reinvestment Act (AARA), this is a notification of a competitive award, Time-and-Materials (T&M), for HHSN2762010578P (Georgetown University) under the requirement entitled RECOVERY - Professional Information Technology Program and Technical Services to Support the NLM Algorithm, Adapters, and Data distribution Outreach (A2D2) Project. This award was competed in conjunction with FAR Part 12, Commercial Item Acquisitions. It is the intent of the National Library of Medicine, National Institutes of Health (NIH), to competitively award a Time-and-materials (T&M) Purchase Order to Georgetown University. In order to continue to provide leadership within the national research community in the area of software development for image analysis, the National Library of Medicine (NLM) is currently revising and updating its open-source image processing application programmers interface (API), known as the Insight Toolkit (ITK). NLM has determined that it is time to revisit the foundations of the toolkit to assure its viability for the next ten years. In the intervening decade since the original design of ITK, computing technologies have made radical advances including the advent of multi-core microprocessors, 64-bit CPU architectures, and a proliferation of graphics processing units (GPUs) capable of general purpose computing. NLM is in the process of funding a major new software release, ITK version 4.0 (ITK-v4), which will take advantage of these emerging computing technologies. The ARRA funding will allow Georgetown University to broaden the user community and deepen the impact of the Insight Toolkit image analysis software library developed through the NLM. The intent is to create a program to evaluate and demonstrate the effectiveness of revisions and improvements planned for ITK, the open source software infrastructure for digital images analysis, through a current ARRA-funded effort to extend NIH leadership in biomedical computing. The emphasis of the new effort will be testing the software framework, broadening application development efforts, and data sharing to promote open science.
