- Notice of Intent to Sole Source Department of Justice, United States Marshals Service Analytical Support Services from the National Center for Missing and Exploited Children (NCMEC) and the Sex Offender Tracking Team (SOTT) The United States Marshals Service (USMS) intends to award a sole source (firm-fixed price) under the authority of Federal Acquisition Regulation 6.302 incorporated, with one base and four one-year options. The estimated value of this procurement is approximately $521,554.00 per year. The base period of performance is from September 21, 2010 through September 20, 2011. The United States Marshals Service, National Sex Offender Targeting Center (NSOTC) issues this Notice of intent to sole source regarding Analytical Support Services from the NCMEC and SOTT, which shall include analysis of database information, in-depth link analysis of external and internal NCMEC systems, and responding to USMS requests to assist in the apprehension of sex offenders. This notice of intent is not a request for competitive proposals. NO SOLICITATION OR REQUEST FOR PROPOSAL (RFP) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting the USMS's requirement as stated herein may submit a capabilities statement, which will be considered only if received by 12:00 p.m. EST on Monday, September 20, 2010. Responses to this posting must be in writing and submitted to Charito Glorioso by email, charito.glorioso@usdoj.gov. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All questions should be directed to Charito Glorioso via e-mail at charito.glorioso@usdoj.gov on or before 5:00 p.m. EST on Saturday, September 18, 2010. Background The United States Marshals Service was named the lead federal agency responsible for enforcing sex offender registration laws in accordance with the Adam Walsh Child Protection and Safety Act (AWA) passed in 2006. To accomplish this mission, the USMS and the National Sex Offender Targeting Center (NSOTC) uses a multi-agency intelligence center that provides support to law enforcement in enforcing sex offender registration laws. To meet this mission and complying with the AWA, the USMS requires the services of analysts in filtering and obtaining data related to sex offenders and the requirement that all such offenders must be registered. These services are unique in that they are only provided to Federal and State agencies in the apprehension of sex offenders. The analysts would be working in the NSOTC located within the USMS and mandated by Congress. The NCMEC is unique in these types of services and the databases that they maintain.
