Description
The Department of Veteran Affairs Facilities within the Veterans Integrated Service Network (VISN 7) is soliciting bids from contractors. Contractor shall provide a person that will go to Tuskegee for 3 days straight and measure all the firefighters on each shifts to ensure the MT94 and the V-Force Bunker (Firefighter) Gear will fit them comfortably while fighting and/or responding to a fire. The Contractor shall ensure that the ensemble meets the requirement of the National Fire Protection. MT94 and the V-Force Bunker (Firefighter) Gear ensemble shall consist of but not limited to: Helmet, Hood, Coat, Pants, Gloves and Boots. The vendor shall provide at least the following instruction and information with each MT94 and the V-Force Bunker (Firefighter) Gear protective ensemble: (1)Pre-use information: (a) Safety considerations (b) Limitations of use (c) Ensemble element marking recommendations and restrictions (d) Statement that most performance properties of the ensemble and ensemble elements cannot be tested by the user in the field. (e) Closure Lubricants, if applicable (f) Visor anti-fog agents or procedures, if applicable (g) Recommended undergarments (h) Respirator considerations for ensembles (i) Warranty information (2) Recommended storage practices (3) Inspection frequency and details (4) Don/doff (5) Proper use in accordance with NFPA 1500 and OSHA 29 CFR 1910.132 (6) Maintenance and cleaning All questions about the gear shall be coordinated through CAVHCS Asst. Fire Chief/Safety Manager, Deborah Morrison, CHSP, CFSM (334) 725-3153. This requirement for 16 ea. MT94 and the V-Force Bunker (Firefighter) Gear: helmet, hood, coat, pants, gloves and boots, this is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the attachment. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; shall be NFPA certified. (2) Clearly identify the item by-- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. 1. Contractor point of contact including address, phone number, fax number and email address. 2. Contractor CAGE number and DUNS number. 3. Prices per line item. 4. Quantity price breaks. Performance must begin 10 days after receipt of award on or about 30 September 2010. The Government expects to award based on low cost, to a single contractor a Firm Fixed Priced contract. The requirement will be advertised in fedbizopps as a 100% Set -Aside for small business. NAICS code for this requisition is 33911. The solicitation RFP VA-247-10-RQ-0342 will is available on or about 17 September 2010. Offerors are advised that they are responsible for obtaining amendments. Only offers from those firms regularly established in the business of providing this MT94 and the V-Force Bunker (Firefighter) Gear certified equipment will be considered. Subcontracting will not be allowed. All responsible sources may submit a proposal, which shall be considered.
