Description
This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The U.S. Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD, 21005, has awarded contract W91ZLK-10-D-0007 to QinetiQ North America, Inc. for the Army Materiel Systems Analysis Activity (AMSAA) in Huntsville, Alabama. AMSAA is an analysis organization of the United States Army. AMSAA supports the Army by conducting systems and engineering analyses to support decisions on technology, materiel acquisitions, and the designing, developing and sustaining of Army weapon systems. AMSAA relies on highly skilled engineers, operations research analysts, mathematicians, and computer scientists to perform a wide range of critical analyses in support of the Army and Department of Defense. AMSAA directly supports the mission of the Research, Development, and Engineering Command (RDECOM) to get the right integrated technologies into the hands of warfighters quicker. Contract W91ZLK-10-D-0007 is for sample data collection (SDC) services. Under the contract, maintenance and logistics data are collected through onsite observations of a sample number of vehicles, aircraft and equipment operating in select units worldwide during garrison operations, Field Training Exercises (FTX), local training area activities, and contingency operations. This contract is a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract upon which Firm Fixed Price and Cost Plus Fixed Fee Task Orders will be issued. The ordering period of the contract will be for three (3) years. This requirement was competed on an unrestricted basis with a basis of award being highest rated, higher priced offeror. The North American Industrial Classification Systems (NAICS) Code applicable to this acquisition is 518210 with a size standard in millions of dollars of $25.0. Questions may be addressed to the following: Kathy Valentine, Contract Specialist, 410-278-0712, kathy.valentine@us.army.mil; and Renee Hodge, Contracting Officer, 410-278-0881, jacqueline.renee.hodge@us.army.mil.
