VMAG Justification for other than full and open competition SYNOPSIS: JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FOR VECTOR FLUXGATE MAGNEOMETER (VMAG) R&D ENGINEERING SUPPORT I. CONTRACTING ACTIVITY Agency and Contracting Activity: Air Force Research Laboratory (AFRL) Space Vehicles Directorate (AFRL/RVB) is soliciting a follow-on effort for Engineering Services for the DSX Vector Fluxgate Magnetometer (VMAG) payload. This is a Justification for Other Than Full and Open Competition. The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (AFRL/RVB) intends to award this effort to the University of California Los Angeles (UCLA) based on responses received from the conducted Sources Sought. Prospective offerors who did not respond to the Sources Sought may submit proposal packages to the address below by noon on 18 OCTOBER 2010. Please reference Sources Sought FA9453-10-R-0003 for details regarding the requirements. II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED This action is to be awarded as a Cost Reimbursable (CR) follow-on contract, intended for the continued performance of the required highly-specialized services by the current contractor, with an estimated value of $149,000 and an expected period of performance lasting 60 MAC. The existing contract, was awarded to UCLA. This follow-on effort is necessary for the continuing highly-specialized engineering services that are required for the VMAG payload as a major spacecraft system currently under spacecraft integration for the DSX program. If these services had to be re-competed there would be substantial and unacceptable delays as any new contractor would require extensive training to demonstrate knowledge and skills necessary for the continuing efforts. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS UCLA will provide highly specialized engineering services that are necessary for maintenance, data reduction, and monitoring the health of the DSX VMAG payload. IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, (a),(2) (iii), Only One Responsible Source, for a follow-on contract for highly specialized services, when award to any other source would result in substantial unacceptable delays. V. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE Sources Sought Synopsis: A sources sought synopsis was posted on 2 April which allowed interested parties to respond to the synopsis with a Statement Of Capabilities (SOCs) per Solicitation No. FA9453-10-R-0003 by 30 April 2010. Interested parties were encouraged to provide SOCs to support the Vector Fluxgate Magnetometer (VMAG) and be able to integrate it into the Demonstration Science Experiment (DSX) spacecraft. UCLA was the only organization to submit a response to the Sources Sought and the government determined that their SOC met the explicit requirements indicated in the posting. Other Actions to facilitate Competition: The original VMAG contract was awarded competitively through a PRDA in 2005. VI. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE The contracting officer considers UCLA a responsible source pursuant to FAR 9.104. VII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED As described in Section V above, market research, in accordance with FAR Part 10, was conducted by using a Sources Sought Synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. VIII. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION Currently, there are no additional facts to support the use of full and open competition. If any interested party had responded to the sources sought synopsis, then the contracting office would have provided any documentation to ensure an full and open competition in order to foster competition. However, no other interested parties responded. IX. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION See Section V above. X. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED The Government will continue to survey the marketplace to see if any other contractors become able to meet the Government's needs. XI. CONTRACTING OFFICER'S AND TECHNICAL PERSONNEL'S CERTIFICATION As evidenced by their signatures on the Coordination and Approval Document, the Contracting Officer and technical personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete. This document is a synopsis of the Coordination and Approval Document and will be used for public announcement.
