- The 633d Contracting Squadron announces the solicitation for non-personal services for a traffic light maintenance contract to be performed at Langley AFB, VA. The requirement is set aside 100% for small business and is a firm-fixed price basis. The North American Industry Classification System (NAICS) Code for this solicitation is 238210 and the small business dollar threshold is $14,000,000.00. A brief description of the requirement is as follows: The Contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to maintain and repair all traffic signals at Langley AFB, Virginia in a manner that will ensure continuous and reliable operations. Maintenance and repair services shall be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), state and local transportation codes, commercial practices, and traffic signal manufacturer's specifications. The contractor shall perform annual inspections for all traffic signal systems including controllers, light heads, cross walk lights, cross walk controls, sensor loops and emergency vehicle pre-emption systems (EVP). Additionally, service calls, when required, shall be performed 24 hours per day, seven (7) days per week, 365 days per year. Please see bottom of attached solicitation document for Performance Work Statement and Bid Schedule. The period of performance will be one (1) base year plus four (4) option years. The estimated performance start date is 1 Oct 10. The total contract period of performance will not exceed 60 months. All offerors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) in order to be eligible for award. Instructions for registering are available at the CCR website. Site Visit: A site visit will be conducted for all interested parties on 9 Sept 2010 at 2pm Eastern. All interested parties must provide notice no later than close of business 8 Sept 2010 to allow the Government adequate time to make arrangements for base access.
